If you’re a women-owned small business in IT, this is the kind of update worth paying attention to.
As of February 23, 2026, GSA announced it had awarded the first phase of the Polaris GWAC Women-Owned Small Business (WOSB) Pool. Just as important, GSA also noted that no orders may be placed until the contracting officer issues the notice to proceed (NTP). That may sound like a small procedural detail, but it’s actually a very real signal: the WOSB pool is moving forward, and agencies are getting closer to using it.
For small contractors, especially WOSB-certified firms, this matters for two reasons. First, it shows that socio-economic set-aside pools on major federal IT vehicles are not just theoretical—they are actively progressing. Second, it reinforces a bigger trend in federal buying: agencies need qualified small businesses in modern IT areas, and they need them now.
Why Polaris matters in the first place
Polaris is GSA’s small business governmentwide acquisition contract (GWAC) for customized IT services and IT services-based solutions. In plain English, it is a large federal contract vehicle agencies can use to buy complex IT work from pre-qualified small businesses.
Polaris is especially important because it was built with multiple socio-economic pools, including:
Small Business
Women-Owned Small Business (WOSB)
HUBZone
Service-Disabled Veteran-Owned Small Business (SDVOSB)
That structure matters. It creates a more direct pathway for agencies to meet mission needs while also pursuing small business and socio-economic contracting goals through a vehicle designed specifically for IT services.

What the WOSB Phase 1 award news actually means

The February 23 update means GSA has moved beyond discussion and into actual award execution for the WOSB pool—at least for the first phase. It does notmean task orders are flowing yet, because GSA explicitly says ordering starts only after notice to proceed.
Still, this is meaningful progress.
Why? Because for many small businesses, the hardest part is figuring out whether a program is real momentum or just noise. This is momentum.
We’ve already seen earlier movement across other Polaris pools, and GSA has publicly signaled that additional awards are expected in FY26 as part of a phased approach. GSA said that approach is intended to support oversight, vendor onboarding, and room for additional opportunities.

1) Get your certification position clean and current
If you want to compete for WOSB set-aside work, your certification status and documentation need to be in order. SBA states that firms must apply for certification.
This sounds basic, but it is often where avoidable delays happen.

The best teaming relationships help you win near-term work and strengthen your long-term competitive position.

The bigger story here is not only one award phase. It’s the continued validation that socio-economic pools on major vehicles are active pathways for federal IT work.
Polaris is part of a broader shift where agencies need speed, modernization capacity, and specialized expertise, while also maintaining pressure to work with qualified small businesses.
