If you work in government contracting, February 2026 brought two changes that are bigger than they may look at first glance.

First, the Electronic Subcontracting Reporting System, better known as eSRS, was retired on February 20, 2026. A few days later, on February 24, 2026, the public-facing FPDS search tools, including ezSearch, were shut down as well. In both cases, the functionality contractors relied on has been moved into SAM.gov.

For some contractors, this will feel like a mild inconvenience. For others, especially companies that depended on FPDS for market research or eSRS for subcontracting reports, this changes part of their day-to-day workflow immediately.

The good news is that the government is not removing these functions entirely. It is consolidating them. GSA has been steadily reducing the number of separate federal award systems and moving capabilities into SAM.gov so contractors and agencies can work from one environment with one login and more connected tools.

That sounds efficient on paper. In practice, it means contractors need to adjust now.

What changed with eSRS?

eSRS was the system used for subcontracting plan reporting. As of February 20, 2026, that standalone site is retired, and subcontracting reporting capabilities are now handled inside SAM.gov.

If your company submits Individual Subcontract Reports (ISR) or Summary Subcontract Reports (SSR), this is the part of the change that matters most to you. SAM.gov now requires the right role permissions for users handling subcontracting plan reporting. According to SAM.gov, entities must have an account with the appropriate reporting permissions under the Entity Reporting domain to manage subcontracting plan reports. SAM.gov also instructs users who do not yet have an active account to create one using their legacy eSRS email address.

This is more than a website redirect. It is a process change.

Under the new setup, subcontracting reporting lives closer to the rest of your federal award information. That may eventually make reporting cleaner and more integrated, especially because GSA and industry sources say the SAM environment is designed to pull from existing entity and contract data already in the system.

There is also a regulatory angle here. Acquisition.gov published an update on February 20 noting that FAR-related model deviation text was amended to align with eSRS being decommissioned and subcontracting reporting moving into SAM.gov. That means this is not just a technical switch. It is being reflected in the acquisition policy framework too.

What changed with FPDS and ezSearch?

FPDS has long been one of the most useful tools in government contracting for award history, competitor analysis, agency buying trends, and past contract research.

That public search experience changed on February 24, 2026.

GSA announced that the FPDS.gov ezSearch feature was decommissioned and that users should now conduct contract award searches in SAM.gov. SAM.gov’s contract award pages make clear that ezSearch functionality has been transitioned, and contract award data searches now happen inside the SAM ecosystem.

Here is the part many contractors are just now realizing: you now need a SAM.gov user account to access contract award data that used to be publicly searchable through FPDS. SAM.gov states that all users, including public users, can search contract award data and run reports, but they must be signed in. It also says no special role is required to access public contract award data, but a user account is required.

That is a meaningful change for contractors, consultants, capture teams, and business development professionals who used FPDS casually or frequently without needing to authenticate first.

SAM.gov says the new environment includes some functional improvements, including better navigation between contract opportunities, contract awards, and subaward reporting, plus more intuitive filters and “pickers” that did not exist in legacy FPDS. It also notes that award search data covers publicly available information on unclassified contract actions above the micro-purchase threshold, along with modifications that change previously reported data.

So yes, the data is still there. But the way you access it has changed, and that affects daily research habits.

Who is affected?

Not every contractor will feel this equally.

1. Other-than-small prime contractors with subcontracting plans

If you are required to submit subcontracting reports, the eSRS retirement affects you directly. You now need to make sure the correct people in your company can access subcontracting plan reporting inside SAM.gov and that their permissions are set correctly.

2. Subcontractors that previously used eSRS but did not maintain a full SAM.gov workflow

Some subcontractors may not have spent much time inside SAM.gov before this. If they had eSRS obligations, that changes now. SAM.gov specifically tells users without active accounts to create one using the same email address tied to their old eSRS account.

3. Small businesses that use award data for market research

Even if you never filed a subcontracting report, the FPDS migration still matters if you use award data to answer questions like:

  • Who is buying what I sell?
  • Which agencies are active in my NAICS?
  • Which incumbents keep winning in my lane?
  • What contract vehicles or contract types are common in my market?
  • What is the pricing and modification history on similar awards?

That research function has not disappeared, but it now starts inside SAM.gov rather than FPDS.gov.

4. Consultants, proposal teams, and business development staff

A lot of capture planning and competitive intelligence workflows were built around ezSearch. Teams that have bookmarks, saved procedures, internal SOPs, or staff training documents tied to FPDS need to update those materials now. Industry analysts have already flagged this as a practical workflow shift for firms that depended on FPDS for spending analysis and opportunity shaping.

5. Federal contractors preparing for more consolidation

This is not the end of the modernization effort. GSA says it has reduced the number of IAE systems from ten to four and intends to continue consolidating into SAM.gov. Industry sources following the migration say CPARS is expected to be the next major system to move into SAM.gov later in FY 2026. That expectation aligns with GSA’s broader consolidation roadmap, even though contractors should still watch for official rollout notices before treating any CPARS timeline as final.

What this means in plain English

The federal government is turning SAM.gov into the front door for more and more procurement activity.

That creates some benefits. Over time, it should reduce duplicate logins, separate interfaces, and disconnected data sources. It may also make it easier to move between opportunities, awards, subaward reporting, and entity information in one place.

But right now, the short-term effect is friction.

Contractors have to learn a slightly different research process. Reporting users have to confirm permissions. Internal teams have to update procedures. And companies that have not treated SAM.gov as part of their daily operating rhythm now need to.

That is especially true for small businesses. Larger firms may have dedicated compliance staff or capture teams. Small and midsize contractors often have one person wearing all of those hats. When a federal system changes, that person feels it immediately.

Practical checklist for contractors

Here is the checklist we recommend working through now:

1. Create or verify your SAM.gov user account

If you plan to research award data or handle subcontracting reports, make sure you have an active SAM.gov account. Public access to contract award data now requires sign-in.

2. For former eSRS users, match your legacy email address

If your company had eSRS responsibilities, confirm that the user account in SAM.gov uses the same email associated with your eSRS access, or follow SAM.gov guidance for setting that up.

3. Review role permissions for subcontracting reporting

Do not assume access carried over the way you expected. For entities, SAM.gov says subcontracting reporting requires the proper role under Entity Reporting with permission to manage subcontracting plan reports.

4. Test the new award search workflow in SAM.gov

Run the kinds of searches you used to run in FPDS. Try agency searches, legal business name searches, keyword searches, and filtering by award attributes. Get your team comfortable before you need the data urgently.

5. Update internal SOPs, screenshots, and training documents

If your internal process documents still say “go to FPDS” or “pull this from ezSearch,” update them now. The same goes for any subcontract reporting instructions that still reference eSRS.

6. Check your market research habits

If you relied heavily on ezSearch, now is the time to rebuild your repeatable research process inside SAM.gov. Also remember that USAspending.gov and agency-level resources can still help validate trends and fill in context depending on the question you are trying to answer.

7. Watch the next migration closely

With more consolidation expected, including likely movement toward CPARS integration, contractors should expect more federal system changes rather than fewer over the next several months.

Final thought

This is one of those federal changes that looks technical at first but has real operational consequences.

If you file subcontracting reports, the reporting path has changed. If you do market research, the search path has changed. And if your company has been treating SAM.gov as just a registration portal, that mindset is now outdated.
