If you saw the news that GSA announced the first wave of Alliant 3 awards and your first thought was, “Great… but we’re not on it,” you’re not alone. Alliant 3 is an unrestricted, enterprise IT services GWAC, so many of the Phase 1 winners are big, well-known integrators. But here’s the part most small businesses miss: the opportunity isn’t holding a prime seat. It’s capturing task-order work as a subcontractor or teaming partner.

Phase 1 matters because it’s the starting gun. GSA selected 43 companies in this first award phase out of 133 proposals, with a target of 76 total awardees across multiple phases. Agencies can begin buying complex IT services through a pre-competed contract structure designed to move faster than one-off procurements. When agencies adopt a “fast lane” like this, spending tends to migrate toward it.

So what is Alliant 3, in plain terms?

Alliant 3 is a Governmentwide Acquisition Contract run by GSA to help federal agencies acquire enterprise-level IT services. Think of it as a marketplace of vetted prime contractors. Agencies compete task orders among those primes instead of building every solicitation from scratch. The goal is streamlined IT buying and faster modernization.

Two details matter for your strategy:

It’s unrestricted. Alliant 3 is not a small business set-aside vehicle.
It’s task-order driven. The “action” happens at the task order level, where primes assemble teams, propose solutions, and execute.

If you’re a small business, that combination points you toward one path: subcontracting and teaming.

Why Phase 1 awards matter, even if you didn’t win

The most common mistake small businesses make with large GWACs is waiting for a perfect-fit solicitation to appear and then reacting. Vehicles like Alliant 3 change the rhythm. Agencies can move faster, and primes build pipelines and partner benches before you ever see an RFP. Phase 1 awards also tell you exactly who to start building relationships with now.

Primes will look for capable small business partners for three reasons:

• Capacity: They can’t staff every specialty role or surge requirement internally.

I went into this SDVOSB certification process fully expecting to lose at least 3 brain cells and my will to live somewhere between page 47 and form 18B. Then came Ashley.
