By the time a city posts a bid for a major project, several things may already have happened: funding was approved, the governing board discussed the work, staff developed a schedule, and someone started figuring out how to purchase what the project needs.
For a small business contractor, those earlier events can be useful. They offer time to understand the requirement, prepare credentials, identify potential partners, and decide whether the work deserves a place in your pipeline.
If you want to find SLED contract opportunities, expanding your research beyond active solicitations is a practical place to start. SLED includes state, local, and education buyers, and their funding announcements can provide clues about future purchases long before a proposal deadline appears.
A council agenda may never become your preferred weekend reading, but it can make Monday morning’s business development considerably more productive.
That headline describes project funding, which included grants and loans. It does not mean $244 million in contracts was immediately available for businesses to bid on. A grant provides financial assistance to an eligible recipient; a procurement contract purchases products or services. The recipient may later procure work using that assistance, subject to the applicable requirements.
The distinction matters when researching grant funded government contracts. Your prospective customer may be the town, utility, school district, or other recipient responsible for the project, while a construction prime could become your customer for subcontracted work.
A useful process follows five steps: capture the funding award, confirm the project, understand the purchasing plan, prepare your business, and monitor for bids.
1. Find the Funding Award and Identify the Recipient
Start with the official award announcement and follow its links to approved project lists. North Carolina’s funding round updates, for example, provide lists of projects selected for funding.
Record the recipient’s legal name, project title, location, award date, funding source, approved amount, and project identifier. Save the original source alongside your notes so you can distinguish confirmed information from assumptions later.
Look closely at what the money supports. An award for planning or an asset inventory points toward different purchases than an award for construction. The total funding amount also should not become your estimated sales opportunity, since only part of a project may involve work your business can perform.
Move from the funding agency’s website to the recipient’s project pages, capital improvement plans, board materials, and public notices. Search both the formal project name and related terms, because a funding announcement and a local budget may describe the same work differently.
Hendersonville provides a useful example. Its September 22, 2026 wastewater facility update described a broader package of grants and loans supporting flood mitigation and expansion. The planned improvements include relocating and elevating equipment and increasing treatment capacity.
Those details help an equipment supplier, electrical contractor, or specialist identify questions to investigate. They do not establish that a particular work package remains available.
Look for evidence that design, purchasing, or construction has already started. Multiple announcements may concern the same project, so connect them in one record rather than counting each announcement as a separate opportunity.
3. Find the Purchasing Plan and Procurement Contact
Once you understand the project, determine who will buy the work, how it will be purchased, and what must happen before procurement begins.
North Carolina’s Design & Bid guidance illustrates why timing requires investigation. For projects covered by that process, plans and bid documents require approval, and permitting requirements can affect when the project proceeds.
Contact the recipient’s purchasing office or designated project contact to ask where solicitations will appear, whether vendor registration is required, and whether anticipated work will be purchased directly or through another contractor.
A straightforward introduction could read:
Our company provides [specific service] for projects involving [relevant scope], and we saw the funding announcement for [project name]. Could you direct us to the public procurement schedule and vendor registration process for any upcoming requirements?
Keep communication within the buyer’s published procedures, especially once a solicitation is active. The media contact on a press release may be able to route an inquiry, but the purchasing office is usually a more useful destination for procurement questions.
4. Prepare Your Business for the Work You Can Deliver
Use the research period to assemble relevant project examples, confirm staffing and supplier capacity, review insurance or licensing needs, and identify any bonding requirements. Prepare a concise capability statement that speaks to the likely work.
A large public project can include packages suitable for smaller firms. Depending on its actual scope, there may be subcontracting opportunities involving installation, site services, testing, equipment, or specialized support. Confirm those needs through project documents and prime contractor outreach.
Read funding conditions early enough to account for them in your pricing and sourcing. North Carolina’s water infrastructure guidance, for example, identifies applicable wage, domestic sourcing, and business participation provisions for different programs.
The same preparation principle applies beyond infrastructure. A college laboratory improvement award could prompt questions about equipment, installation, and training, while a school security project could involve access controls or related services. Each possibility needs confirmation against the approved scope and purchasing plan.
5. Monitor SLED Bids, Deadlines, and Project Changes
Save the recipient’s official bid page, subscribe to available notices, and follow project updates. For the Hendersonville example, the city’s RFP and bidding page is an appropriate place to check for published solicitations.
Search by project name, recipient, location, and scope keywords. Track amendments, site visits, question deadlines, submission instructions, and any changes in the anticipated schedule.
Give each potential opportunity a next action and review date. “Check whether design has been approved next month” is more useful than leaving “large water project” in a spreadsheet indefinitely.
Funding can remain subject to conditions, schedules can move, and some requirements may be covered by existing contracts. Updated evidence should determine how much pursuit effort you invest.
This approach also helps newer government contractors choose work at a manageable scale. A suitable local award or subcontract can provide documented delivery experience and customer references, although its value in future competitions depends on the next solicitation’s requirements. Keep records of scope, results, performance dates, and customer feedback from the beginning.

My experience with FedBiz has genuinely been a positive and valuable one. When I came to them, I was still learning my way through government contracting, and the guidance and support I received helped me better understand the process and continue moving my business forward.
I especially want to recognize Frank Kerbs. I had regular consultation meetings with Frank, and I always appreciated his time, knowledge, patience, and willingness to answer my questions. Having someone knowledgeable that I could speak with consistently made a real difference in my experience.
During my time working with FedBiz, my company went on to receive several government contract awards. Most recently, we were awarded a four-year government contract providing ongoing maintenance services for a public healthcare facility. I’m extremely grateful for the progress my company has made and for the guidance and resources FedBiz provided along the way.
What I appreciate most is that my experience with FedBiz wasn’t simply about receiving a service. I came away with a much greater understanding and appreciation for government contracting and what is possible for a small business willing to pursue these opportunities.
I’m genuinely grateful to Frank and the entire FedBiz team for being part of that journey, and I would gladly recommend them to other small-business owners who are serious about exploring government contracting.
Response from the owner:Congratulations of your contract award success and thank you for the opportunity to be of assistance. We appreciate your detailed feedback for the FedBiz Access team and your account consultants specifically. We look forward to continue providing valuable service and assistance with your government contracting goals, from registration to award.

I met Sidney Waters one year ago on a conference call. Really personable and ready to help companies become properly equipped government contractors.
Their resources and expert guidance provide everything you need to implement your strategy and hit the ground running.
Although I haven't subscribed to Fed Biz Access, Sidney Waters has consistently checked in on our progress, providing "gold nuggets" and directing us to government resources. To be honest, he doesn't have to, but he's a quality individual. And for that, we appreciate him.
The team at Fed Biz Access consists of former contracting officers who clearly know their stuff.
If you are looking to start a government contracting business, I highly recommend calling Sidney Waters before spending your budget elsewhere.
He is a genuine, professional who genuinely wants you to succeed.
