You can spend months learning an agency’s needs, introducing your business, and preparing for the next opportunity, only to discover that the customer plans to buy through a contract vehicle your company does not hold. Your capabilities may be a perfect fit, but the conversation now includes a purchasing question you need to answer.
That is why GSA procurement consolidation deserves a place on your business development agenda. As the government works to reduce overlapping contracts and concentrate more purchasing through shared vehicles, small contractors need to understand how their customers plan to buy.
The encouraging part is that this creates decisions you can act on, whether you are considering your first GSA Schedule or already hold one that could use some attention.
The consolidation effort began with Executive Order 14240, issued in March 2025, directing agencies and GSA to develop plans for consolidating domestic purchases of common goods and services. These are requirements shared across agencies, such as widely used commercial technology, supplies, and certain services.
OMB’s implementing guidance describes two related efforts: increasing agency use of centralized contracts and moving suitable procurement functions into GSA. Standardized commercial requirements receive priority, while complex, mission-specific work requires closer consideration.
Think of a large commercial customer that has allowed every location to negotiate separate supplier agreements. Eventually, someone asks why the organization is maintaining dozens of contracts for similar purchases, paying different prices, and repeating the same administrative work. Consolidation is the government’s attempt to address that problem at federal scale.
For suppliers, the practical implication is that understanding the customer’s approved purchasing channels becomes part of understanding the customer.
The laptops, software, maintenance, and related requirements still exist, but contractors need to follow the purchasing route those requirements take. A company researching only yesterday’s vehicle could miss where tomorrow’s orders will appear.
MAS is one of several governmentwide purchasing vehicles involved in this broader effort. The useful question for your business is which vehicle fits your target customer’s requirement, and whether your company has a realistic way to participate.
Before investing in a GSA Schedule proposal, examine recent awards in your market. Identify the agencies and offices buying services or products comparable to yours, then investigate which vehicles they use and whether upcoming requirements are expected to follow the same path.
A Schedule becomes a more compelling investment when that research reveals repeat customers, relevant opportunities, and purchasing activity that matches your offerings. “The government buys a lot of what we sell” is a starting observation; a list of identifiable buyers and accessible requirements is a business case.
Four questions can help sharpen that decision:
Do your target customers use MAS? Review actual awards and discuss anticipated acquisition strategies with the appropriate buying offices.
Which Special Item Numbers fit your work? SINs organize Schedule offerings, and their scope should match what your company can deliver.
Can your pricing support profitable performance? Account for staffing, delivery, administration, and other obligations alongside the price offered to the customer.
Who will pursue and manage the business? Include the effort required to market, quote, maintain the contract, and perform successfully.
GSA’s own guidance for prospective Schedule contractors emphasizes market research, differentiation, and ongoing contract responsibilities. A Schedule provides access to a purchasing channel, while sales still depend on winning the customer’s business.
Some businesses will find that partnering offers the most practical near-term route. A contractor with the right vehicle may need specialized expertise, regional coverage, installation support, or additional delivery capacity that your company can provide.
Effective outreach starts with that contribution. A message explaining how your team can support a particular customer or requirement gives a potential prime something specific to evaluate. “Please keep us in mind for opportunities” tends to leave the recipient doing all the thinking.
The FedBiz365 platform helps contractors research awards, buyers, vehicles, and potential teaming or subcontracting partners whose capabilities align with their own. Those findings can support a partnership strategy while you evaluate whether pursuing your own Schedule makes financial sense.
For existing Schedule holders, consolidation creates a different assignment: make sure the contract accurately represents the business you operate today.
Your commercial offerings may have changed considerably since award. Perhaps you added a service, replaced a product line, hired specialists, or adjusted pricing to reflect current costs. Those changes need to be addressed through the appropriate contract processes so your awarded offerings support the work you intend to pursue.
Review your SINs, product and service descriptions, labor categories, pricing, contact details, and applicable modifications. Check what buyers can actually find and purchase, then compare that with the capabilities your sales team is promoting.
An outdated catalog can quietly undermine a good customer conversation. When a buyer asks whether a service is available under your contract, discovering that it still exists only in your commercial brochure creates extra work at exactly the wrong moment.
Reporting deserves attention too. GSA made Transactional Data Reporting mandatory across MAS SINs through Refresh 31. Contractors should confirm their applicable modification effective dates, reporting setup, and responsibilities, including monthly sales reporting and Industrial Funding Fee payments.
GSA’s current transition relief for certain good-faith data-entry errors runs through December 31, 2026, but basic reporting and payment obligations continue. Anyone who has watched a small reporting problem grow into an accounting project will appreciate the value of sorting out the process early.
This is where GSA Contract Management assistance can help a small team keep modifications, catalog maintenance, pricing updates, and compliance work moving alongside customer delivery.
A useful next step is to choose three target customers and map their purchasing activity. Record the relevant requirements, likely vehicles, current contractors, available points of contact, and the action your company needs to take. Existing Schedule holders can perform the same exercise while checking whether their awarded offerings support those pursuits.
That exercise turns a broad policy change into a manageable business decision. You may find a strong reason to pursue MAS, a partnership worth developing, or an existing contract that needs updating before you market it more actively.
If you wish to get on a GSA Schedule or need help managing your current contract, FedBiz Access can help you evaluate the next step. Call 844-628-8914 today to discuss GSA Schedule proposal assistance or contract management, or book a call at your convenience.

My experience with FedBiz has genuinely been a positive and valuable one. When I came to them, I was still learning my way through government contracting, and the guidance and support I received helped me better understand the process and continue moving my business forward.
I especially want to recognize Frank Kerbs. I had regular consultation meetings with Frank, and I always appreciated his time, knowledge, patience, and willingness to answer my questions. Having someone knowledgeable that I could speak with consistently made a real difference in my experience.
During my time working with FedBiz, my company went on to receive several government contract awards. Most recently, we were awarded a four-year government contract providing ongoing maintenance services for a public healthcare facility. I’m extremely grateful for the progress my company has made and for the guidance and resources FedBiz provided along the way.
What I appreciate most is that my experience with FedBiz wasn’t simply about receiving a service. I came away with a much greater understanding and appreciation for government contracting and what is possible for a small business willing to pursue these opportunities.
I’m genuinely grateful to Frank and the entire FedBiz team for being part of that journey, and I would gladly recommend them to other small-business owners who are serious about exploring government contracting.
Response from the owner:Congratulations of your contract award success and thank you for the opportunity to be of assistance. We appreciate your detailed feedback for the FedBiz Access team and your account consultants specifically. We look forward to continue providing valuable service and assistance with your government contracting goals, from registration to award.

I met Sidney Waters one year ago on a conference call. Really personable and ready to help companies become properly equipped government contractors.
Their resources and expert guidance provide everything you need to implement your strategy and hit the ground running.
Although I haven't subscribed to Fed Biz Access, Sidney Waters has consistently checked in on our progress, providing "gold nuggets" and directing us to government resources. To be honest, he doesn't have to, but he's a quality individual. And for that, we appreciate him.
The team at Fed Biz Access consists of former contracting officers who clearly know their stuff.
If you are looking to start a government contracting business, I highly recommend calling Sidney Waters before spending your budget elsewhere.
He is a genuine, professional who genuinely wants you to succeed.
