If your company holds a GSA Schedule contract, or you are thinking about pursuing one, there is a major compliance change you cannot afford to ignore.
On April 10, 2026, GSA announced that Transactional Data Reporting, better known as TDR, is now mandatory for all new MAS offerors and existing MAS contract holders through Solicitation Refresh 31. Refresh 31 itself was released on April 2, 2026.
That may sound like just another government policy update. It is not.
For many GSA Schedule contractors, this is a real operational shift. It changes how sales must be reported, how internal systems need to function, and how contract compliance needs to be managed going forward. For contractors that had not yet fully built out TDR processes, this is no longer something to address eventually. It now needs to be addressed as part of day-to-day Schedule management.
What Is Transactional Data Reporting?
At the most basic level, TDR is GSA’s system for collecting transaction-level sales data from Schedule contractors.
Instead of simply reporting total sales on a broader quarterly basis, contractors under TDR report specific details about what was sold, when it was sold, the price paid, and other line-item information. GSA uses that data to better understand actual buying patterns and prices paid under the MAS program.
In plain English, GSA wants more visibility into real Schedule sales.
That means TDR is not just about saying, “We sold $50,000 this quarter.” It is about reporting individual transactions in a much more detailed way. Contractors submit TDR data monthly through the FAS Sales Reporting Portal, and those monthly reports are due within 30 calendar days after the end of the reporting month. The Industrial Funding Fee still applies, and contractors still remit it quarterly unless they elect to remit it monthly.
Depending on what you sell, GSA may require up to 19 transactional data elements. These can include the contract number, order number, SIN, description of the item or service, quantity, unit price, total price, order date, and customer-related information. Some fields apply only in certain circumstances, but the overall point is clear: the reporting is much more detailed than what many contractors were used to under older Schedule practices.
What GSA Changed on April 10, 2026
The April 10 announcement was GSA’s public confirmation that TDR is now mandatory for the MAS program through Refresh 31. GSA said this action established TDR as mandatory for all new MAS offerors and existing MAS contract holders.
That language matters because for years TDR was discussed as something more limited, more gradual, or more segmented across certain parts of the Schedule program. Refresh 31 changes that. As of Refresh 31, TDR is mandatory for all MAS SINs.
This is the key takeaway for small business contractors: TDR is no longer a niche issue or a future rollout. It is now part of standard MAS compliance.
What Solicitation Refresh 31 Means
A MAS solicitation refresh is GSA’s way of updating the terms, clauses, and requirements that govern the Schedule program. Contractors are typically required to accept those updated terms through a mass modification.
Refresh 31 is important because it is the solicitation version that expands TDR to all SINs. It also reflects a larger policy shift inside the Schedule program.
The practical effect is simple. Refresh 31 is the point where full MAS participation in TDR became the rule.
For existing contractors, GSA says the Refresh 31 mass modification should be accepted first, followed by the separate “Participate in TDR” modification. Those steps should be taken as soon as possible.
Who Is Affected by Mandatory TDR?
This change affects two big groups.
First, it affects new MAS offerors. If your company is applying for a GSA Schedule contract now, TDR is not something you can opt around. Participation in TDR is mandatory for offers under all SINs in the MAS solicitation. GSA has also made clear that if a company has a non-TDR offer in process, that offer should be withdrawn and resubmitted under TDR because it will otherwise be rejected due to system restrictions.
Second, it affects existing MAS contract holders. If your company already has a Schedule contract and had not previously opted into TDR, GSA says you must accept the Participate in TDR modification as soon as possible after receipt and no later than 60 days after receipt.
There is one important exception. This requirement applies to the GSA MAS solicitation and does not currently apply to VA Schedule contracts. For MAS contractors, though, the scope is broad. If you sell through MAS, you should assume this change applies to you.
What Contractors Now Have to Report
Under TDR, contractors must provide monthly line-item reporting through the FAS Sales Reporting Portal.
That reporting includes sales data at the transaction level rather than just broader aggregate sales totals. GSA’s reporting template includes fields tied to the contract, the order, the SIN, what was delivered, quantities, pricing, and customer information. In some cases there are additional fields, such as a Unique Catalog Identifier or discount-related information, depending on what is being sold.
For a small business owner, here is what that means in practical terms: your company needs to be able to pull accurate, clean data from your accounting, billing, sales, or contract administration process every single month. You cannot wait until the end of the quarter and piece together rough totals. TDR requires a much more disciplined reporting rhythm.
That is exactly why so many contractors are now realizing this is not just a reporting tweak. It is an internal workflow issue.
How TDR Differs From the Old Reporting Model
For many contractors, the old model centered more heavily on Commercial Sales Practices disclosures, pricing relationships, and compliance frameworks tied to basis of award and price reduction monitoring.
Under TDR, that structure changes. For TDR offers, Commercial Sales Practices disclosures are not required, most favored customer and basis of award information are not required, and the old tracking associated with price reduction violations under that framework is not required.
That does not mean contractors have less to worry about. It means the compliance burden shifts.
Under the older model, the challenge often centered on pre-award pricing disclosures and ongoing monitoring of commercial discount relationships. Under the TDR model, the challenge is more operational and recurring. Now the emphasis is on accurate monthly reporting of what actually happened in the market.
In other words, the burden moves away from one kind of pricing compliance and toward another kind of reporting discipline.
What It Really Means to “Fully Operationalize” TDR
This is where the change becomes real for most businesses.
To fully operationalize TDR means your company has a repeatable system for capturing the required data, validating it, and reporting it on time every month. It means your contract management process, sales data, invoicing records, and Schedule administration functions are aligned well enough to support compliance without chaos.
For example, does your team know exactly where each TDR data field will come from? Does your invoicing or ERP system clearly tie transactions to the correct SIN and awarded item or labor category? Are your item descriptions and catalog records clean enough to match what GSA expects? Who owns the actual reporting submission each month? Who checks it before it goes in?
If the answer to those questions is fuzzy, your company is not fully operationalized for TDR yet.
This is where many contractors get tripped up. They understand the rule at a high level, but they have not built the internal process needed to follow it consistently. That gap can create errors, missed deadlines, and last-minute scrambling.
A lot of contractors are not behind because they are careless. They are behind because TDR requires a level of reporting maturity that many small businesses have not yet built.
Some companies still rely on manual spreadsheets. Some have sales records that do not map neatly to awarded Schedule structure. Some have one person loosely handling contract administration on top of several other responsibilities. Others simply never had to build a monthly line-item reporting discipline before because they were operating under older practices.
That is why this change matters so much. TDR may remove certain older pricing disclosure requirements, but it replaces them with a reporting obligation that has to function in real life every month without fail.
What Happens If You Ignore This Change?
Ignoring this change can create both compliance problems and business problems.
Contractors must address outstanding mass modifications, and overdue mass modifications can stand in the way of future modification approvals. In practical terms, if your company needs pricing updates, administrative changes, catalog changes, or other MAS modifications, falling behind on required mass mods can slow or block important contract actions.
Beyond that, late or inaccurate TDR reporting can create obvious risk. It can trigger internal scrambling, missed deadlines, submission errors, and unwanted compliance attention. Even if the issue starts as an administrative problem, it can quickly become a contract management issue that affects your ability to operate smoothly under Schedule.
The bottom line is this: TDR is now a compliance reality for MAS contractors, not a distant policy idea.
What GSA Schedule Contractors Should Do Next
If you hold a GSA Schedule contract, now is the time to act.
Make sure you understand whether your company has accepted Refresh 31 and whether the separate Participate in TDR modification has been received and processed. Review your internal systems and figure out where each required reporting field will come from. Confirm who owns monthly reporting. Test your process before your reporting start date arrives. And if your company is already stretched thin, do not wait until your first monthly reporting deadline to realize your data is not organized the way GSA expects.
For new offerors, the message is just as clear. Build TDR into your MAS strategy from the start. Do not treat it as an afterthought.
