SBA’s 2025 Annual Report: What It Means for Small Business Government Contractors Heading into 2026

,
SBA’s 2025 Annual Report: What It Means for Small Business Government Contractors Heading into 2026

If you work in (or want to break into) government contracting, the SBA’s 2025 Annual Report is not just a recap of agency activity. It is a signal of where small business policy is headed, what the SBA is prioritizing, and how the federal marketplace may behave as we move into 2026.

The report highlights three big takeaways that matter directly to contractors: (1) more capital is flowing to small businesses, (2) SBA is placing heavier emphasis on program integrity and oversight, and (3) policy moves around contracting priorities, manufacturing, and innovation are creating new “lanes” of opportunity you can position for now.

Below are the most relevant themes from the report, translated into plain language and practical actions you can take.

1) Record access to capital: a major tailwind for contractors building capacity

For government contractors, “access to capital” is not abstract. It determines whether you can hire ahead of award, float payroll, buy equipment, secure facility space, invest in compliance, or scale from subcontractor to prime.

The SBA reports that it guaranteed approximately $45 billion in 7(a) and 504 loans to more than 85,000 small businesses, described as the most ever approved in SBA’s history. SBA 2025 Annual Report (1) It also breaks down where that capital went, including $3.2B to manufacturers, $1.4B to agriculture/food supply, and support for startups, very small firms, and veteran-owned businesses.

What this means for you in 2026

  • Expect to see more small businesses (including your competitors) with improved capacity and faster scaling.
  • If you have been “winning-ready” but undercapitalized, this is a window to modernize your back office, strengthen cash flow, and shore up delivery capability.

Action steps

  • If you are pursuing larger contracts, consider capital planning as a capture activity, not an afterthought (staffing plan, mobilization costs, inventory/equipment, insurance, bonding).
  • Build a one-page “lender-ready” government contractor profile: NAICS, past performance highlights, pipeline summary, top vehicles/agency targets, and revenue projections based on realistic win rates.

2) A strong integrity push: the opportunity is for legitimate firms to stand out

One of the clearest themes in the report is that SBA leadership is emphasizing fraud prevention and enforcement across programs. For legitimate contractors, that can be a net positive over time: fewer bad actors, fewer pass-through schemes, and more confidence from contracting officers.

The report describes a major investigation tied to the 8(a) Business Development Program, including review of 15 years of contracting activity and scrutiny for pass-through abuse and shell-company behavior. It also states that SBA ordered all 4,300 8(a) firms to submit financial documents dating back three years as part of the investigation.

What this means for you in 2026

  • Documentation and eligibility discipline will matter more, not less.
  • “Looks fine on paper” will not be enough if your subcontracting, staffing, and control do not match program requirements and representations.

Action steps

  • Tighten your subcontracting strategy: ensure your workshare, staffing plan, and management control match what you represent in proposals and SAM/SBA profiles.
  • Keep your documentation audit-ready (ownership/control, operating agreements, financials, payroll support, and clear evidence of who is doing the work).
  • If you are a prime using subcontractors heavily, proactively validate that you are not drifting into “pass-through” risk.

3) Contracting priorities and goal alignment: a shift you can plan around

The report explicitly notes a policy change: the SBA “lowered the federal government’s ‘socially disadvantaged business’ contracting goal from 15 percent to its statutory 5 percent,” framing it as restoring a level playing field for veterans.

It also reports progress on the Veteran Small Business Certification (VetCert) program, stating SBA cleared a backlog of 2,700 VetCert applications.

What this means for you in 2026

  • If you are a veteran-owned or service-disabled veteran-owned small business, the report suggests SBA is putting real operational focus behind faster certification throughput and field delivery.
  • If you compete in set-aside environments, you should expect contracting conversations to increasingly emphasize clean eligibility, clean documentation, and defensible status.

Action steps

  • If you are eligible for VetCert and have not pursued it, 2026 is a strategic time to evaluate it (especially if your target agencies buy heavily through veteran set-asides).
  • If you are in 8(a) (or considering it), assume heightened scrutiny and plan your compliance and documentation accordingly.
  • If you are not in a socio-economic program, strengthen your positioning through a “best-athlete” approach: strong past performance narrative, differentiated capabilities, and disciplined direct outreach.

4) Manufacturing and onshoring focus: concrete momentum you can align to

The report describes “reindustrialization” and onshoring support as a core pillar, including significant manufacturer engagement. SBA reports more than 250 visits with small manufacturers in 25 states and 683 Made in America events with 11,000+ attendees across all 50 states. It also references strong interest in onshoring resources, citing 35,000+ user sessions on a portal for onshoring support.

What this means for you in 2026

  • If you sell into federal supply chains (manufacturing, industrials, logistics, construction, energy-adjacent services), your “Made in America” alignment is becoming a market advantage.
  • Contracting officers increasingly value suppliers who reduce risk: domestic sourcing, reliable delivery, and resilient capacity.

Action steps

  • Update your capability statement to emphasize supply chain reliability: domestic sourcing, lead times, QA processes, and surge capacity.
  • Target contract types that align with industrial expansion: facility support, equipment maintenance, repair/overhaul, fabrication, warehousing, and logistics.
  • If you are a services firm, position yourself as an enabler of onshoring (engineering support, compliance, training, cybersecurity, quality, and program management).

5) Deregulation and cost pressure relief: treat this as a pricing and growth lever

Another theme is regulatory burden reduction. The report states SBA launched a “Red Tape Hotline” and that SBA’s Office of Advocacy identified reforms generating an estimated $110+ billion in regulatory cost savings for small businesses. It also highlights an example with revised Diesel Exhaust Fluid guidance, estimating $721 million in annual cost savings.

What this means for you in 2026

  • Lower compliance friction can improve margins, simplify operations, and reduce indirect cost pressure, depending on your industry.
  • In competitive procurements, even modest reductions in overhead can translate into stronger pricing and better price realism narratives.

Action steps

  • If you are in transportation, agriculture, manufacturing, construction, or energy-adjacent work, quantify how regulatory changes affect your costs and incorporate that into pricing strategy.
  • Strengthen your cost narrative in proposals: show the government how you manage cost drivers and reduce lifecycle risk.

6) Innovation and critical industries: SBIR/SBIC signals more tech-to-contract pathways

The report emphasizes innovation investment, including a record $53 billion SBIC portfolio and expansion of new licenses and “Green Light” letters, with projected investment concentrated in manufacturing, critical technologies, and professional/scientific/technical services.

It also highlights SBIR outcomes: more than 1,600 SBIR-funded small businesses reported nearly $29 billion in commercialization activity, including follow-on private investment, government contracts, and sales.

What this means for you in 2026

  • If you are in tech, engineering, AI, cyber, advanced manufacturing, or R&D-heavy services, the report points to growing momentum for commercialization and mission adoption.
  • SBIR is not just grant funding; it can be a structured pathway toward government contracts if you translate technical wins into acquisition-ready outcomes.

Action steps

  • Build a “transition plan” narrative for innovation work: how your solution moves from pilot to scalable deployment, including security, integration, training, and support.
  • Align your capture plan with agencies that fund SBIR and then buy (where the mission demand is durable and the acquisition path is clear).

7) Disaster response performance: preparedness and speed are market advantages

The report states SBA delivered $6.45B in disaster assistance in FY25, approving 51,700 disaster loans with an average approval time of 17 days. It also notes enhanced fraud controls, including reviews that flagged and stopped $451 million in potential disaster fraud before disbursement.

What this means for you in 2026

  • Disaster-related contracting (and the broader resilience economy) is not limited to debris removal. It includes temporary facilities, logistics, IT recovery, construction trades, supplies, safety, and continuity support.
  • Agencies value vendors who can mobilize quickly and document cleanly.

Action steps

  • If disaster-related work fits your capabilities, build a rapid-response readiness package: staffing model, deployment timelines, compliant purchasing, and past performance mapped to emergency needs.
  • Ensure your registrations and profiles clearly reflect emergency response keywords and NAICS codes relevant to surge work.

The economic context: optimism, growth expectations, and what it can mean for demand

The report notes headline inflation slowed to 2.4%, with GDP ending at 4.3% annualized growth (Q3 latest available data) and projections of 5%+ in Q4. It also states small business optimism climbed above its long-term historical average and remained elevated through the year.

For contractors, macro conditions matter because they influence agency urgency, hiring, industrial activity, and the pace of procurement in certain categories.

Action step

  • Treat early 2026 as a positioning window: optimize SAM/SBS narratives, tighten your offer, and build proactive outreach so you are visible when agencies move.

2025/2026 UPDATE: Cassie and her team at FedBizAccess continue to provide us with professional and reliable support for SAM registration and other government contracting needs.

2024 UPDATE: We continue to rely on FedBizAccess to help us stay on top of our SAM registration. Thanks again for making this an easy process for us, Cassie!

Original Review: We hired FedBizAccess several years ago to help us manage our federal contractor profile through the SAM database. Throughout the years they have been quick to respond to our requests. The past few years more of our focus has been outside the federal contracting arena and we hadn’t required their help. This year, though, we hit a snag renewing our SAM profile since we had a slight change in our company name. We reached out to FBA for help, and Cassie Elbanay responded immediately. She has been critical in helping us navigate the process. She is very knowledgeable, personable, and an overall professional. We are confident work will be done correctly and successfully when Cassie and her team are on the case. It has been a pleasure working with her, and I look forward to continuing our firm’s partnership with her and her team at FBA.
Response from the owner:Thank you for your time and effort in detailing your successful business relationship with our company and staff. Always here to assist as you need us. Thank you for your repeat business and this five star review for FedBiz Access, our amazing staff and your dedicated specialist. We appreciate your vote of confidence and the recognition of our expertise and long standing experience in the government contracting industry.

⭐️⭐️⭐️⭐️⭐️ Outstanding Service & World-Class Expertise

Working with Mya Plant at FedBiz has been nothing short of exceptional. From start to finish, Mya demonstrated professionalism, attention to detail, and a true passion for helping small businesses shine.

She crafted a powerful and polished capability statement for my company, Nonstop Delivery & Logistics, capturing our mission, strengths, and federal value proposition perfectly. She didn’t just design a document — she built a brand asset that commands attention and credibility in the government contracting space.

In addition, the company video she produced was absolutely outstanding. It tells our story with clarity, emotion, and professionalism, truly reflecting who we are as a veteran-owned medical logistics provider. The quality, creativity, and messaging exceeded my expectations.

Mya didn’t just deliver — she partnered with us. She listened, guided, and ensured every detail was perfect. Her expertise in federal contracting marketing is unmatched, and I highly recommend her to any business looking to elevate their image and position themselves for government success.

Let me tell you — government paperwork is no joke. I went into this SDVOSB certification process fully expecting to lose at least 3 brain cells and my will to live somewhere between page 47 and form 18B. Then came Ashley. Like an angel with a headset, she swooped in and somehow made sense of it all. I swear, this woman could turn a mountain of government forms into a walk in the park.

She’s fast, sharp, and somehow manages to make federal forms almost fun (that’s saying something). Ashley deserves a medal — or at least an unlimited coffee subscription. Thanks to her, my Service-Disabled Veteran-Owned Small Business certification is squared away, and my sanity remains (mostly) intact.

If you’re a veteran business owner trying to navigate this maze, do yourself a favor — call Ashley. She’s a lifesaver with a sense of humor and the patience of a saint.
