If you’ve been around government contracting for more than five minutes, you’ve received the same advice on repeat:
“Get on a vehicle.”
“Vehicles are where the money is.”
“If you’re not on MAS (or OASIS+), you’re invisible.”
There’s a truth hiding in there… and a trap.
Yes, contract vehicles can absolutely accelerate growth. They can shorten buying cycles, reduce friction for contracting officers, and put you in the lane where real work gets competed and awarded.
But here’s what too many small businesses learn the hard way:
A vehicle is not a strategy. It’s a distribution channel.
And channels only work when the business behind them is ready to sell, deliver, and stay compliant.
So let’s talk about what small businesses commonly get wrong about GSA Multiple Award Schedule (MAS) and OASIS+, and what to do instead.
Along the way, I’m going to ask you a few uncomfortable questions (the helpful kind). If one of them hits home, you’re not alone.
First: MAS and OASIS+ are not the same “type” of vehicle
GSA MAS is a broad governmentwide program that lets agencies buy commercial products and services through pre-negotiated terms and pricing. Think of it like a long-term storefront: agencies can search, compare, and buy with fewer hoops.
OASIS+ is a set of governmentwide, multiple-award IDIQ vehicles for professional services (generally non-IT). It’s designed to funnel a lot of services buying through defined domains and labor categories.
Both are “vehicles,” but they behave differently, they attract different buyers, and they demand different selling motions.
Fix #1: Stop asking “Which vehicle should I get?” and start asking:
How does my target buyer prefer to buy what I sell?
Where do my best-fit agencies actually place task orders today?
Do I have the delivery capacity and pricing discipline for that lane?
The #1 mistake: “If I win the vehicle, the work will come”
This is probably the biggest misconception in GovCon.
A lot of companies treat a vehicle award like a finish line. In reality, it’s closer to getting your badge at a conference. You’re allowed into the room, but you still have to meet people, have something useful to say, and follow up.
On MAS, you still need:
a visibility plan (keywords, SIN alignment, clear capability positioning)
an outreach plan (agencies and primes)
responsiveness (quotes, RFQs, market research responses)
On OASIS+, you still need:
a domain-appropriate story (why you belong in that lane)
a task-order capture motion (forecasting, relationships, teaming, rapid responses)
Fix #2: Build a “vehicle-to-revenue” plan before you submit. A simple version looks like:
Target agencies (top 10)
Target buyers / offices (who actually buys your stuff)
If you don’t have steps 1–5, the vehicle can become a very expensive certificate on the wall.
Mistake #2: Chasing the “cool” vehicle instead of the right vehicle
OASIS+ is a big conversation right now, and for good reason. But it’s not automatically the right fit for every small business.
Here’s a blunt truth:
Some companies should not pursue OASIS+ yet. Not because they aren’t good, but because they don’t have the ingredients OASIS+ rewards: strong proof of performance, tight labor category mapping, delivery infrastructure, and the ability to compete repeatedly at the task-order level.
Same goes for MAS. Some companies rush into MAS because they heard it’s “easier,” and then get stuck in:
pricing they regret
compliance obligations they didn’t plan for
a sales cycle they weren’t staffed to run
Fix #3: Choose vehicles like you choose real estate: location, location, location. Where does your buyer buy? Where do your best-fit opportunities live? Where do you have the best shot at repeatable wins?
Mistake #3: Treating the offer like paperwork instead of positioning
This is where small businesses quietly lose months.
A winning vehicle submission is not just “complete.” It’s coherent.
Your story has to line up across:
capability narrative
past performance examples
labor categories (especially for services vehicles)
pricing
compliance representations
your public footprint (website, SAM, SBS/DSBS, capability statement)
Contracting folks read hundreds of offers. If your submission feels like a pile of disconnected documents, you’re making them work harder to understand you.
Fix #4: Use a “one-sentence test.” If you can’t explain your company like this, your offer will struggle:
“We help [buyer type] achieve [outcome] by delivering [specific services/products] with proven performance in [environment].”
Then make sure every part of the offer supports that sentence.
Mistake #4: Underpricing to “get in” (and then getting stuck)
Pricing is a stress point because small businesses feel like they have to be the cheapest to compete.
But in vehicles, the more common failure mode is this:
Companies price too low to win the award, and then can’t profitably deliver.
On MAS, you can end up with rates you hate for years. On task-order vehicles, you can win work that bleeds you slowly.
Fix #5: Price for sustainability, not for anxiety. A practical approach:
build rates from real labor costs + burden + target margin
validate against market ranges (not just what you “feel” is competitive)
make sure your delivery model can hit those numbers without heroics
If you need a “win theme” to replace low pricing, try this: responsiveness + clarity + risk reduction. Buyers pay for vendors who make the job easier.
Mistake #5: Forgetting that post-award is where reputations are built
Vehicles don’t just open doors. They put you under a brighter light.
Once you’re on a vehicle:
you have reporting and compliance obligations
you need contract admin discipline
you need a repeatable quoting / proposal process
you need a delivery engine that doesn’t collapse under growth
Fix #6: Plan for post-award before you ever hit submit. Ask yourself:
Who owns contract administration internally?
Who will respond to RFQs quickly?
Who updates pricing, mods, and required documentation?
How will we maintain consistency between our profiles and our offers?
This is where “small business scrappy” has to evolve into “small business scalable.”
Mistake #6: Thinking “I’ll just do this myself” without a framework
You can do it yourself, and plenty of companies do.
But the companies that succeed tend to have one of two things:
an internal person who has done it multiple times, or
an external process that prevents common mistakes
The risk isn’t effort. The risk is wasted effort.
Most “failed vehicle attempts” aren’t because the company wasn’t qualified. They’re because the submission:
didn’t map correctly to requirements
lacked strong proof points
had inconsistencies across documents
used weak positioning
didn’t anticipate compliance and post-award realities
Fix #7: Use a structured checklist, not hope.
Here’s a quick readiness checkpoint you can steal:
Vehicle Readiness Checklist (Quick Version)
We can clearly define our “best buyer” and target agencies
Our past performance matches our intended scope and labor categories
Our pricing is defensible and profitable
Our SAM + SBS/DSBS + capability statement align
We have a post-award plan (admin, quoting, delivery)
We have a pipeline plan for the first 90 days after award
If you’re missing more than two, don’t panic. It just means the move is prepare first, submit second.
