The government awards a major contract to a prime.
The prime manages the program.
Then the actual work gets spread across subcontractors.
That is the part many contractors miss.
They are staring at the front door when the side door is wide open.
This Is Not New. We Have Seen This Movie Before.
A useful example comes from the American Recovery and Reinvestment Act era, especially around 2009 through 2012.
The federal government had a massive amount of funding to move into the economy. GSA’s Public Buildings Service had billions flowing into federal building modernization, construction, repair, energy efficiency, and related infrastructure work. The mission was not theoretical. Agencies had to get money obligated and projects moving.
Fast.
That kind of environment creates a practical problem.
The government cannot suddenly manage thousands of disconnected projects by itself. It needs experienced contractors that can handle scope, schedules, compliance, reporting, subcontractor coordination, risk, and delivery.
So what happened?
Large construction management firms and proven federal primes were awarded major contracts. In many cases, those primes were not self-performing every piece of the work. They were managing the dollars, coordinating the program, and subcontracting large portions of the work to specialty contractors underneath them.
That is how these ecosystem-style awards work.
The prime carries the contract relationship.
The subcontractors perform much of the specialized work.
Everyone has a lane.
And the contractors who understood how to position themselves under those primes had access to work that may never have been realistic for them to win directly.
That lesson still matters.

The Model Is Re-Emerging at Scale
Federal procurement today is under pressure from multiple directions.
Agencies need speed. They need accountability. They need efficiency. They need better contract management. They need fewer fragmented buys and more reliable delivery. They need partners that can absorb complexity instead of creating more of it.
That pushes agencies toward contractors with strong past performance, mature systems, established compliance processes, and the ability to manage multiple moving parts.
In plain English?
The government wants fewer headaches.
That does not mean small businesses are pushed out. It means small businesses need to understand where they fit.
If a large prime wins a major facilities support contract, they may need janitorial firms, HVAC specialists, electrical contractors, landscaping companies, security providers, staffing support, and repair vendors.
If a prime wins an IT modernization contract, they may need cybersecurity support, software developers, data analysts, help desk teams, cloud specialists, documentation support, and training providers.
If a prime wins a disaster recovery or infrastructure-related contract, they may need construction trades, debris removal, logistics, temporary staffing, environmental services, trucking, equipment rental, and local vendors.
The work is still there.
The question is whether you are positioned where the work flows.
Prime Contractors Need You More Than You Think
A lot of small businesses assume teaming is only useful when they are too small to win on their own.
That is the wrong way to look at it.
Teaming is not a weakness play.
It is a market access strategy.
Large primes have obligations, gaps, and practical needs. Many federal contracts require subcontracting plans when large businesses receive certain contract awards. Those plans are designed to ensure small businesses, including certain socioeconomic categories, have subcontracting opportunities.
But beyond compliance, primes also need real capability.
They need partners who can show up, perform, document properly, communicate clearly, and help them protect the contract.
That last part is important.
A prime contractor is not looking for a vendor who simply says, “We would love to help.”
They are looking for subcontractors who reduce risk.
Can you perform?
Do you understand federal expectations?
Do you have relevant experience?
Can you meet deadlines?
Can you price responsibly?
Can you provide documentation without being chased?
Can you make the prime look good in front of the agency?
That is how you become valuable.
Not by begging for work.
By becoming a low-risk, high-confidence partner.
Stop Chasing Everything. Start Mapping the Winners.
One of the biggest mistakes small businesses make is treating teaming like networking.
They collect business cards. They attend matchmaking events. They send a capability statement to a generic supplier diversity inbox. Then they wait.
That is not a strategy.
That is hope with a PDF attached.
A real teaming strategy starts with market intelligence.
You need to know who is winning work in your lane. Which primes are active in your NAICS codes? Which agencies are they selling to? What contracts are they holding now? Which contracts are expiring? Which opportunities are likely to require subcontracting support? Which incumbents may need partners to defend work? Which new bidders may need local or specialty capability to strengthen their proposal?
That is the work.
It is not glamorous, but it is where the money is.
If you are a small construction firm, do not simply search for “construction opportunities.” Look at which primes are already winning construction management, repair, renovation, facilities, and infrastructure work at the agencies you want to serve.
If you provide staffing, do not just chase open staffing solicitations. Look for major service contracts where staffing is a component of delivery.
If you are in IT, do not only search for small-business set-asides. Study the large integrators winning agency modernization work and identify where your specific capability fills a gap.
The better question is not always, “What can I bid on?”
Sometimes it is, “Who is already winning, and how do I become useful to them?”
Many contractors send the same capability statement to every prime and every agency contact, then wonder why nobody responds.
Primes do not have time to decode your business.
You need to make the fit obvious.
That means your outreach should be specific.
Reference the type of work they perform. Reference the agency or contract area where your capabilities align. Explain where you can support them. Mention your certifications, past performance, geographic reach, capacity, and differentiators, but keep it practical.
Do not make them hunt for the relevance.
Spell it out.
For example:
“We noticed your firm has supported facilities maintenance and repair work for federal properties in the Southeast. We provide commercial HVAC service, preventive maintenance, and emergency repair support across Florida and Georgia, and we are interested in being considered as a subcontracting partner for upcoming federal facilities work.”
That is much stronger than:
“Attached is our capability statement. Please keep us in mind.”
Nobody wants homework.
Teaming Should Happen Before the Solicitation Drops
Here is another hard truth.
If you wait until a solicitation is active to start looking for partners, you are probably late.
By then, the serious players may already know who they want on the team. They may already have informal commitments. They may already be shaping the opportunity, tracking the incumbent, studying the agency, and building their capture strategy.
Federal contracting rewards early positioning.
That is true for prime opportunities.
It is also true for subcontracting.
Your goal is to be known before the need becomes urgent.
That means building a list of target primes, tracking their awards, monitoring recompetes, identifying agency buying patterns, and reaching out with a specific value proposition before everyone else floods them with last-minute emails.
The best teaming conversations usually do not start with, “Can you add us to your proposal due Friday?”
They start months earlier with, “We believe we can support the kind of work you are already winning, and we would like to understand how you evaluate subcontracting partners.”
That is a different conversation.

What Makes a Good Teaming Partner?
Not every prime is worth chasing.
Some are too far outside your lane. Some already have entrenched subcontractor networks. Some are not active in your geography. Some win contracts that sound relevant but do not actually create the subcontracting opportunities you need.
You want alignment.
Look for primes that:
Have recent awards in your industry or NAICS area.
Serve agencies that buy what you provide.
Hold contracts large enough to require subcontracting support.
Work in regions where you can perform.
Have a pattern of using small business subcontractors.
Are pursuing opportunities where your capability fills a real gap.
You are not trying to partner with everyone.
You are trying to identify the right few.
That is where small businesses often need to shift their mindset. More outreach is not always better. Better-targeted outreach is better.
A focused list of 25 highly relevant prime contractors is more valuable than 500 random emails blasted into the void.

None of this means small businesses should stop pursuing prime contracts.
Prime awards still matter. Set-asides still matter. Certifications still matter. Direct agency relationships still matter.
But teaming and subcontracting should sit beside those efforts, not behind them.

It can help you build past performance.
It can help you understand agency expectations.
It can help you gain experience on larger programs.
