If government contracting in 2025 felt like you finally learned where everything is in the grocery store… only for them to remodel the aisles overnight, you’re not alone. The good news is that the “remodeling” is leaving clues. And those clues point to several concrete trends that will shape how small businesses find opportunities, stay compliant, and win work in 2026.
Below are six trends that have clearly accelerated in the last few months across official government channels and credible GovCon analysis. Each one includes what it means for beginners, what intermediate contractors should do differently, and a practical “next step” you can take now.
1) The FAR is being overhauled in real time (and the ripple effects are already hitting proposals)
A major storyline heading into 2026 is the ongoing “Revolutionary FAR Overhaul” effort on Acquisition.gov, which frames this as a comprehensive overhaul of the FAR and is actively publishing updated model deviation text and implementation guidance.
Why this matters to small businesses: when provisions, clauses, and definitions shift, the impact shows up in the places you feel immediately, such as reps and certs, proposal language, contract clauses, and what a contracting officer expects to see in your response package. SAM.gov has also explicitly flagged that FAR overhaul changes will impact representations and certifications and therefore impact SAM workflows.
Beginner takeaway: you can do “everything right” and still get tripped up if your proposal boilerplate is out of sync with what the agency is currently using.
Intermediate takeaway: this is a competitive edge opportunity. Many bidders will lag on updates. Staying current on clause and representation changes is one of those unglamorous habits that quietly wins awards.
What to do now
Create a simple internal “clause watch” routine (even monthly) tied to the FAR Overhaul updates and your common contract vehicles.
If you rely heavily on SAM reps and certs, watch for SAM changes tied to the overhaul and plan time for “admin work” so renewal cycles do not collide with proposal deadlines.
If you want help translating these changes into practical updates (what to change in your SAM/SBS narrative, capability statement language, and compliance messaging), FedBiz Access can help you tighten the pieces that most often get out of date.
2) Cybersecurity is no longer “an IT issue,” it’s an eligibility gate (especially for DoD and tech-adjacent work)
In late 2025, the Department of Defense formally moved CMMC 2.0 into implementation via a final DFARS rule integrating CMMC requirements into defense contracts, with phased implementation beginning November 10, 2025.
For 2026, that means more solicitations where cybersecurity requirements are not “nice to have,” they are a pre-award condition. DoD is explicit that Phase 1 focuses heavily on Level 1 and Level 2 self-assessments and requires activity in SPRS (including affirmations).
Here’s the light-humor analogy: if proposals are the “ticket” into the game, cyber compliance is increasingly the “ID check at the door.” You can have the ticket, but if you can’t clear the check, you don’t get in.
Beginner takeaway: if you touch DoD work (or subcontract under primes who do), start treating cybersecurity as part of your business development plan, not just your IT plan.
Intermediate takeaway: formalize this as a competitive differentiator. In many markets, the vendor who can confidently answer security and handling questions moves to the top of the “responsive vendor” list fast.
What to do now
Identify whether your target agencies and primes are DoD-adjacent and map which CMMC level is likely relevant to the types of work you pursue.
Build a compliance narrative you can reuse: where you store data, how you control access, who is accountable, and what your current assessment status is.
If you’re unsure how to position your compliance posture in a way contracting officers (and primes) can quickly understand, FedBiz Access can help you refine your government-facing messaging and go-to-market approach so you’re not leaving credibility on the table.
3) Cloud authorization is speeding up, and that changes the playing field for tech vendors (and anyone selling software-enabled services)
FedRAMP is actively executing “FedRAMP 20x” with a Phase 2 pilot timeline that runs through March 2026, including application cohorts and submission deadlines published in late 2025.
For small businesses selling cloud services, software platforms, or any solution that involves hosting or handling government data, faster authorization pathways can change how quickly you can compete. For everyone else, it still matters: agencies are increasingly oriented toward standardized, authorized cloud environments, and that shapes what tools they can buy and how quickly they can buy them.
Beginner takeaway: if you are offering any tech product, understand whether FedRAMP is “in your lane” now or later.
Intermediate takeaway: if you have a SaaS or cloud offering, align your go-to-market calendar to FedRAMP milestones and agency buying cycles, not just your internal product roadmap.
What to do now
If you are a cloud provider or SaaS vendor, use the FedRAMP 20x Phase 2 milestones as a planning framework and align partnerships, documentation, and security artifacts accordingly.
If you are not a tech vendor, ask a basic but powerful question during capture: “Will this requirement involve cloud-hosted systems or government data handling that triggers authorization constraints?”
If you need help mapping your offering to the right federal buying channels (and how to talk about it in government terms), FedBiz Access can assist with positioning and market targeting so you pursue the right lanes.
4) GSA MAS remains a high-velocity buying channel, and ordering proficiency is becoming a growth lever
GSA continues to position the Multiple Award Schedule (MAS) as a major channel through which federal (and eligible non-federal) buyers access commercial products and services. And GSA continues publishing current, tactical guidance for sellers, including an updated “roadmap to get a MAS contract” as of late November 2025.
In parallel, GSA training content and events continue to emphasize correct ordering procedures and “how to properly place an order” concepts unique to MAS, which is a strong signal about where buying activity and scrutiny will be in 2026.
Also relevant: GSA’s FAR-overhaul-related class deviations explicitly reference small business set-aside mechanisms and key ordering considerations like NAICS determination at the order level, which matters because it impacts eligibility and set-aside strategy in the MAS environment.
Beginner takeaway: MAS is not just “get on schedule and wait.” It’s a channel that rewards readiness, responsiveness, and clean documentation.
Intermediate takeaway: the winners treat MAS like a sales motion: clean catalog, clear differentiation, fast responses, and consistent compliance hygiene.
What to do now
If you already have a MAS contract, sharpen your ordering playbook and confirm your internal process aligns with current GSA guidance and ordering norms.
If you are considering MAS, use the roadmap to evaluate readiness honestly (pricing, past performance, administrative bandwidth, and delivery capability).
If getting on the GSA Schedule is on your 2026 plan (or you want to fix a Schedule that isn’t producing), FedBiz Access can help guide the end-to-end process from readiness assessment to proposal preparation and positioning, so you enter the channel with a real go-to-market plan.
5) Small business certifications are still a primary routing mechanism for set-asides, but the “paperwork layer” is evolving
SBA’s federal contracting program pages updated in November 2025 reinforce the governmentwide small business contracting goals for key programs, including at least 5% for women-owned small businesses and at least 3% for HUBZone-certified firms.
At the same time, SBA’s certification experience continues consolidating into its MySBA Certifications environment, which is prominently positioning operational updates such as WOSB extensions and renewal reminders for veteran certifications.
For 2026, the practical trend is simple: certifications remain a major opportunity engine, but you have to manage them like an operating system update. Ignore it long enough and something breaks at the worst possible time.
Beginner takeaway: if you qualify, certifications can meaningfully expand which competitions you can enter, and they can reduce competitive pressure in the right markets.
Intermediate takeaway: keep your certification status, renewal timing, and supporting documentation current enough that you can say “yes” quickly when an opportunity drops.
What to do now
Confirm which certifications actually align with your target customers and NAICS footprint (not just what sounds good on a capability statement).
Build a simple renewal calendar and operational checklist tied to MySBA Certifications so you do not discover a lapse mid-bid.
If you want help determining eligibility, choosing the right certification strategy, or getting the submission packaged correctly, FedBiz Access can assist with certification guidance and execution so you can pursue set-asides confidently.
6) SAM.gov is modernizing, and registration accuracy is becoming an even bigger performance factor
SAM.gov has been rolling out user-facing improvements to the entity registration process, emphasizing modernization and reorganized data collection (without changing the underlying data required).
At the same time, SAM has cautioned that the FAR Overhaul will affect provisions, clauses, and representations and certifications, which directly impacts SAM.gov as the system of record for registration and related compliance data.
And while it’s not glamorous, compliance reporting cycles continue. For example, SAM.gov announced the FY25 Service Contract Reporting (SCR) period beginning October 3, 2025 and closing January 31, 2026, reinforcing that reporting requirements remain active and time-bound.
Beginner takeaway: “I registered in SAM” is not a one-time milestone. It’s an operational requirement you maintain.
Intermediate takeaway: SAM accuracy affects everything downstream: responsiveness, award eligibility, invoice flow, and the government’s confidence in you as a low-risk vendor.
What to do now
Treat SAM like a living profile: review points of contact, assertions, and any sections that commonly drift (especially after staff changes).
Track reporting periods that apply to your contract types so you do not create avoidable compliance risk.
If you want to make sure your SAM profile and SBA Small Business Search (DSBS/SBS) profile are aligned with your capability statement and optimized for how contracting officers actually search, FedBiz Access can help with SAM/SBS optimization so your visibility matches your capabilities.
How to “hit the ground running” in 2026 without getting blindsided
If there’s a theme across all six trends, it’s this: 2026 will reward small businesses that operate like disciplined, low-friction vendors. The government is pushing modernization (FAR updates, SAM improvements), tightening risk gates (cyber compliance), and continuing to route spend through established channels (MAS and set-asides). None of that is bad news. But it does mean the contractors who keep their profiles clean, their compliance story tight, and their capture process consistent will feel like they are playing the game on “easier mode.”
If you want a second set of eyes on your 2026 plan, FedBiz Access can help with a practical review of where you are now and what markets and vehicles make the most sense next. We maintain a 4.9-star Google rating as a top-rated government contracting consulting and marketing firm, but the real value is simply getting a clear, prioritized action plan.

2025/2026 UPDATE: Cassie and her team at FedBizAccess continue to provide us with professional and reliable support for SAM registration and other government contracting needs.
2024 UPDATE: We continue to rely on FedBizAccess to help us stay on top of our SAM registration. Thanks again for making this an easy process for us, Cassie!
Original Review: We hired FedBizAccess several years ago to help us manage our federal contractor profile through the SAM database. Throughout the years they have been quick to respond to our requests. The past few years more of our focus has been outside the federal contracting arena and we hadn’t required their help. This year, though, we hit a snag renewing our SAM profile since we had a slight change in our company name. We reached out to FBA for help, and Cassie Elbanay responded immediately. She has been critical in helping us navigate the process. She is very knowledgeable, personable, and an overall professional. We are confident work will be done correctly and successfully when Cassie and her team are on the case. It has been a pleasure working with her, and I look forward to continuing our firm’s partnership with her and her team at FBA.
Response from the owner:Thank you for your time and effort in detailing your successful business relationship with our company and staff. Always here to assist as you need us. Thank you for your repeat business and this five star review for FedBiz Access, our amazing staff and your dedicated specialist. We appreciate your vote of confidence and the recognition of our expertise and long standing experience in the government contracting industry.

Let me tell you — government paperwork is no joke. I went into this SDVOSB certification process fully expecting to lose at least 3 brain cells and my will to live somewhere between page 47 and form 18B. Then came Ashley. Like an angel with a headset, she swooped in and somehow made sense of it all. I swear, this woman could turn a mountain of government forms into a walk in the park.
She’s fast, sharp, and somehow manages to make federal forms almost fun (that’s saying something). Ashley deserves a medal — or at least an unlimited coffee subscription. Thanks to her, my Service-Disabled Veteran-Owned Small Business certification is squared away, and my sanity remains (mostly) intact.
If you’re a veteran business owner trying to navigate this maze, do yourself a favor — call Ashley. She’s a lifesaver with a sense of humor and the patience of a saint.
