If your pipeline felt sluggish during the continuing resolution (CR) period, you weren’t imagining it. A CR doesn’t just slow down “new” work. It changes how agencies are legally allowed to execute work.

Now FY26 is entering a different phase. OMB has begun issuing apportionments, and that matters because apportionments are one of the clearest “go” signals that agencies can start obligating funds at normal speed again.

For small business government contractors, especially those selling into HHS and DHS, this is a moment to pay attention.

What an OMB apportionment actually is (in plain English)

An OMB apportionment is a legal authorization that tells an agency when and how it can obligate funds from a specific account. In other words, it’s permission to start signing contracts, issuing task orders, exercising options, and otherwise committing the government to spend.

The simplest way to think about it:

Congress provides the fuel.
OMB hands the agency the keys and a driving plan.

That’s why apportionments matter so much for timing. They are not press releases. They are not marketing announcements. They are part of the legal machinery that makes contract execution possible.

Apportionments are not “new money”

This point is critical because it prevents bad assumptions.

Apportionments do not mean an agency just received new funding. Apportionments define spending authority and timing for budget authority that already exists.

From the contractor side, that shows up as:

  • fewer new solicitations

  • “we’re waiting on funding” conversations that really mean “we’re waiting on spending authority”

That’s why apportionments are such an important shift. They represent the mechanism that allows an agency to move from caution to execution.

HHS received a January 8 apportionment for the Implementation Fund. That matters because implementation-oriented accounts are designed to support execution. They are not passive holding buckets.
