Government contractors love asking which certification is best, as if the SBA keeps one golden credential locked in a glass case and hands it to whichever business owner completes the most paperwork.
The real answer has always been more complicated. A certification creates eligibility for certain opportunities, but it does not create demand for your services, write a competitive proposal, manufacture past performance, or convince a contracting officer that you can deliver. Certification gets you onto the guest list. You still need a reason for the government to ask you to dance.
With that said, the latest federal spending numbers make a strong case that Service-Disabled Veteran-Owned Small Business certification may be the most attractive socioeconomic certification opportunity available to many eligible contractors in 2026.
The key words are “many eligible contractors,” because SDVOSB is not automatically stronger than HUBZone, WOSB, or 8(a) for every company. The answer depends on which agencies buy what you sell, how those agencies use their set-aside authority, how crowded your NAICS codes are, and whether your business is ready to compete after certification.
What the FY2025 Federal Scorecard Shows
The SBA’s latest Small Business Procurement Scorecard reports that the federal government awarded $179 billion in prime contracts to small businesses during fiscal year 2025. That represented 27.58 percent of eligible prime contracting dollars.
Here is how the major socioeconomic categories compared:

The categories overlap. A contractor might be both an SDVOSB and HUBZone business, for example, so these figures should not be added together as though every dollar belongs to only one group.
There is another distinction that matters even more. The $32.5 billion credited to SDVOSBs includes prime contracts those companies won through SDVOSB set-asides, small business set-asides, unrestricted competitions, contract vehicles, and other acquisition paths. Of that amount, approximately $14.34 billion was awarded through SDVOSB program set-asides.
The same distinction is especially revealing for WOSBs. Women-owned small businesses received $29.4 billion in total prime-contract credit, but dedicated WOSB program set-asides accounted for approximately $1.98 billion. This does not make WOSB certification unimportant, but it does show why a contractor should never mistake a government-wide achievement number for the size of the protected market.
Why SDVOSB Stands Out
SDVOSB has several things working in its favor in 2026.
First, the government-wide SDVOSB goal is now 5 percent, equal to the WOSB goal and higher than the 3 percent HUBZone goal. The government narrowly exceeded that target in FY2025, awarding 5.01 percent of eligible prime dollars to SDVOSBs.
Second, dedicated SDVOSB set-aside volume was substantially larger than dedicated WOSB or HUBZone set-aside volume. At $14.34 billion, the SDVOSB set-aside market was nearly five times the size of the HUBZone set-aside market and more than seven times the size of the WOSB set-aside market.
Third, SDVOSB demand is concentrated in several very large buying organizations. The SBA’s agency scorecards illustrate just how different opportunity density can look from one agency to another:
This table explains why percentages and dollars must be read together. The defense department awarded a lower percentage to SDVOSBs than the VA, but its enormous purchasing base still produced $12.1 billion in SDVOSB prime-contract credit. Interior had a much smaller market, yet its WOSB and HUBZone percentages were considerably stronger.
The best certification is not necessarily attached to the highest national number. It is the certification with meaningful demand inside the agencies and NAICS codes your business can actually serve.
The FY2025 scorecard reports that 97.4 percent of SDVOSB set-aside dollars were awarded competitively, while approximately 2.6 percent were sole-source.
That should get the attention of any contractor who believes certification will cause sole-source contracts to begin rolling downhill like loose bowling balls. SDVOSB sole-source authority exists, but most program dollars are still competed.
To qualify for SBA’s VetCert program, a business generally must be small under the applicable SBA size standard and at least 51 percent owned and controlled by one or more veterans rated as service-disabled by the Department of Veterans Affairs. SBA explains the current requirements and application process through its veteran contracting assistance guidance.
After approval, the company still needs properly selected NAICS codes, an accurate SAM.gov registration, a strong Small Business Search profile, relevant past performance, competitive pricing, and enough capacity to perform the work. SAM.gov and Small Business Search optimization becomes especially important because contracting officers use that information during market research and set-aside planning.
How HUBZone Compares
HUBZone certification produced $17.3 billion in FY2025 prime-contract achievement, with $2.91 billion awarded through HUBZone set-asides. The federal government reached 2.66 percent against its 3 percent HUBZone goal.
For the right company, that shortfall can be an opportunity signal. Agencies that are behind their HUBZone goals may have a reason to look harder for qualified vendors, provided those vendors sell something the agency needs and respond to market research.
HUBZone also offers a 10 percent price evaluation preference in certain full and open competitions. Eligibility, however, involves more than ownership. According to SBA’s HUBZone requirements, a business generally must maintain its principal office in a HUBZone and have at least 35 percent of its employees living in HUBZones. Map changes, hiring, remote work, employee turnover, and office moves can all affect continuing eligibility.
HUBZone may be the stronger opportunity when your location and workforce qualify naturally, your target agencies struggle with HUBZone achievement, and your industry has relatively few capable HUBZone competitors. It is much less attractive when the company has to rearrange itself into a pretzel just to remain compliant.
How WOSB Compares
WOSBs received $29.4 billion in prime-contract credit during FY2025, representing 4.52 percent of eligible dollars against a 5 percent government-wide goal. Dedicated WOSB set-asides and sole-source awards totaled approximately $1.98 billion.
The program is also narrower than the total women-owned spending figure may suggest. WOSB and EDWOSB set-asides are used in industries where women-owned businesses are underrepresented or substantially underrepresented, based on eligible NAICS codes maintained by SBA.
For a company targeting agencies such as Homeland Security or Interior, the agency-level figures may make WOSB especially attractive. Interior awarded 11.08 percent of its eligible prime dollars to WOSBs in FY2025, more than double the government-wide goal.
A WOSB contractor should research not only how much an agency awards to women-owned businesses, but how much it awards under the company’s NAICS codes and how frequently the agency uses dedicated WOSB competitions. Otherwise, a large national number can become a very impressive statistic that has absolutely nothing to do with the company’s pipeline.
How 8(a) Compares
The 8(a) Business Development Program remains a powerful option for qualifying socially and economically disadvantaged business owners. It offers competitive set-asides, sole-source authority, business development assistance, mentorship opportunities, and a nine-year program term.
FY2025 8(a) awards totaled approximately $24.34 billion. Unlike the other three programs, the competition mix leaned heavily toward sole-source awards, with 59.7 percent of dollars reported as sole-source and 39.4 percent as competitive.
Raw totals require context here too. SBA reported 4,985 active 8(a) firms in FY2025. Tribal entity-owned firms represented 16 percent of participants but received 67.2 percent of total 8(a) dollars. Individually owned firms represented 84 percent of participants and received 32.8 percent.
That does not make 8(a) a weak program. It means an individually owned applicant should not divide $24.34 billion by the number of firms and assume that is the neighborhood average. The addressable opportunity is smaller, more concentrated, and highly dependent on agency relationships, acquisition history, industry, and the company’s ability to use its limited nine-year term wisely.
It is also important not to treat the scorecard’s Small Disadvantaged Business column as an 8(a) column. SDB is a broader category, while 8(a) is a specific SBA business development program with additional eligibility and participation requirements.
So, Is SDVOSB the Strongest Opportunity?
For an eligible service-disabled veteran who owns and controls a capable small business, SDVOSB has a credible claim to being the strongest overall certification opportunity in 2026. The 5 percent goal, $32.5 billion in prime-contract achievement, $14.34 billion in dedicated set-asides, and strong demand at the VA, defense agencies, and Homeland Security create a substantial market.
It is not automatically the best choice. SBA guidance for contracting officials states that there is no order of preference among 8(a), HUBZone, SDVOSB, and WOSB programs. Contracting officers use market research, acquisition history, agency goals, capability, price, and the expected competitive field when choosing a set-aside strategy.
Before applying, ask five practical questions:
Are we genuinely eligible, and can we document ownership and control?
Which target agencies buy our products or services under our NAICS codes?
How much relevant spending was awarded to this certification category?
How much of that spending used dedicated set-asides rather than other competition types?
Can we compete, price, perform, and market the business once certified?
If you qualify for more than one program, the better answer may be certification stacking. An eligible company can potentially hold SDVOSB along with WOSB, HUBZone, or 8(a) status, provided it independently meets and continues to satisfy each program’s requirements.
