Government contracting can sound like a world of fighter jets, cybersecurity platforms, massive construction programs, and billion-dollar technology systems.
Sometimes it is.
Sometimes the opportunity looks a lot more like replacing an HVAC unit, installing emergency lighting, repairing a staircase, laying tile, landscaping a property, replacing doors, or completing electrical work.
For small trade contractors and everyday service businesses, that distinction matters. The federal marketplace is much broader than the high-profile contracts that make the headlines, and your first government-related opportunity may not involve winning a prime contract from an agency at all.
It may involve working for the company that already has one.
Right now, the Small Business Administration’s SUBNet database provides some very tangible examples. As of September 22, 2026, listings include electrical projects at the Joliet Job Corps Center in Illinois, egress-lighting work at the Los Angeles Job Corps Center, and HVAC, tile, and landscaping trades at the Inland Empire Job Corps Center in California. The deadlines for those opportunities range from September 23 through September 30, so contractors should verify status before acting.
These are not direct Department of Labor solicitations. The Job Corps examples specifically identify Management & Training Corporation as the center operator and describe the work as subcontracting opportunities. The Los Angeles listing goes so far as to state that the opportunity is with Management & Training Corporation, not DOL.
That is the larger lesson.
Federal Work Has a Supply Chain
New contractors often approach the government market with one mental model: find a solicitation on SAM.gov, submit a bid to a federal agency, win the contract.
That is one path, but it is not the only path.
SBA makes an important distinction between prime contracting and subcontracting. A prime contractor works directly with the government and is responsible for delivering the contract. A subcontractor works for another contractor rather than directly for the federal agency. SBA specifically notes that this structure allows businesses that may not be ready to work directly with an agency to participate in federal procurements.
For a local electrical contractor, HVAC company, flooring installer, landscaping business, roofing company, concrete contractor, plumber, or facilities maintenance provider, that can completely change how the federal market looks.
Instead of asking only, “Which agencies are buying my service?”
Start asking, “Which companies already doing federal work need my service?”
That question opens another layer of the market.
Look at the Work, Not Just the Size of the Federal Contract
A large federal contract can contain dozens of smaller scopes.
The prime may be responsible for the overall project, but that does not mean it self-performs every electrical installation, landscaping package, concrete pour, HVAC replacement, flooring job, inspection, equipment repair, or specialty trade requirement.
That is where subcontractors fit.
Current SUBNet listings illustrate how ordinary these scopes can be. In addition to the Job Corps electrical, HVAC, tile, and landscaping examples, SBA currently lists countertop replacement work at the Charleston Job Corps Center, commercial cooler and freezer door replacement, cement masonry supplies, HVAC replacement work, and an exterior door replacement project at the Iroquois Job Corps Center.
None of that sounds like science fiction. It sounds like work thousands of established small businesses already perform for commercial customers every day.
The government contracting challenge is figuring out how your existing commercial capability connects to that federal supply chain.
Start With the Work You Already Know
A common mistake is trying to reinvent the company for government contracting.
A better starting point is usually the opposite.
Look at what you already do profitably and repeatedly. Identify the NAICS codes associated with that work. Determine the geography you can realistically service. Then research federal prime contractors, facility operators, construction firms, program managers, and other companies buying those capabilities.
If you are an electrician, you do not need to become a “government solutions provider.” You need to understand where federal projects require electrical contractors and who controls those subcontracting decisions.
The same principle applies to HVAC firms, landscapers, painters, flooring contractors, janitorial companies, equipment repair businesses, trucking companies, security providers, and dozens of other trades.
Your value is still the work.
Government contracting simply adds another layer to how the customer is identified, qualified, approached, and served.
Know Who Is Actually Buying
This is especially important with subcontracting opportunities.
Seeing the name of a federal program or facility does not automatically mean the federal agency will be your customer. In the Job Corps examples above, the relationship is different. The subcontractor would be pursuing work through the center operator rather than entering into a direct contract with DOL.
That distinction affects everything from your outreach to your proposal strategy.
Before pursuing an opportunity, identify the actual contracting entity and point of contact. Read the posting and available documents closely. Determine whether you are responding to a prime contractor, facility operator, construction manager, or another organization performing under a larger contract.
SBA’s SUBNet listings tell small businesses to direct questions to the opportunity’s listed point of contact, rather than SBA.
In other words, do not market to “the government” in the abstract. Find the company with the specific requirement and speak to that buyer.
Trade contractors should review each opportunity for licensing requirements, insurance levels, bonding, geographic limitations, safety requirements, wage obligations, required certifications, site visits, supplier onboarding documents, past-performance expectations, and any other conditions established by the buyer.
Requirements can vary significantly from one subcontract to another, so assumptions are expensive.
This is also where preparation pays off. Have your licenses, insurance documentation, references, project history, certifications, NAICS codes, safety information, and other frequently requested documents organized before an opportunity lands in your inbox with a short turnaround.
A three-day deadline is a terrible time to discover that your company’s paperwork lives in six different folders and one former employee’s laptop.
Build a Capability Statement for the Buyer You Want
A prime contractor does not need three paragraphs explaining that your company delivers “world-class customer-centric solutions.” It needs to know whether you can perform the scope, where you can perform it, what similar work you have completed, what differentiates you operationally, and whether you appear capable of becoming a reliable subcontractor.
Be specific.
If you perform commercial HVAC replacement across Southern California, say so. If your electricians routinely handle occupied facilities and emergency lighting, make that visible. If your landscaping crews already service institutional campuses, that experience is far more meaningful than generic language about quality and integrity.
SBA also recommends that small businesses keep their Small Business Search profile complete, including their capabilities narrative, keywords, NAICS codes, socioeconomic information, certifications, and performance history because prime contractors use the system to identify potential small-business partners.
Visibility matters, but relevance matters more.
Do Not Wait for the Perfect Listing
SUBNet is useful, but subcontracting strategy should not begin and end with watching posted opportunities.
SBA describes SUBNet as a tool designed to help federal prime contractors find small subcontractors. Large contractors can post subcontracting notices there when they are looking for small-business participation.
Smart contractors can go further by researching which companies already hold work related to their capabilities, which agencies those primes serve, where contracts are being performed, and which upcoming projects may create demand for their trade.
That turns subcontracting from a reactive bidding exercise into a capture strategy.
Instead of introducing yourself two days before a quote is due, you can start developing relationships before the requirement hits the street.
Your First Government-Related Win Might Be a Subcontract
There is nothing “lesser” about entering the federal marketplace through subcontracting.
For many small trade businesses, it can be a practical way to understand federal project expectations, develop relevant past performance, build relationships with established primes, and learn how larger government programs actually operate without immediately taking on every responsibility associated with being the prime contractor.
More importantly, it expands your definition of opportunity.
The federal market is not reserved for defense manufacturers and giant IT integrators. Somewhere inside those agencies, facilities, infrastructure programs, and prime contracts are boilers that need servicing, lights that need replacing, grounds that need maintaining, floors that need installing, equipment that needs repairing, and buildings that need improving.
Someone has to do that work.
The question is whether the right prime contractor can find you when they need it.
