A prime contractor opens an email from a small business, reads a paragraph about quality and customer service, and reaches the familiar question: “Do you have any opportunities for us?”
Quick Answer
To find government subcontracting opportunities, small businesses should proactively research specific contracts and prime contractor needs before making contact. This targeted approach, rather than asking for "any opportunities," allows businesses to identify suitable programs and match their capabilities to specific requirements, making their outreach more impactful. FedBiz Access emphasizes using resources like USAspending.gov to research contract awards by recipient, agency, and industry, cross-checking with SAM.gov for notices and documents, to propose a specific contribution that primes can evaluate.
The sender may be excellent at what they do, but the message leaves the prime to figure out the connection. Someone has to identify a suitable program, match the company’s capabilities to a requirement, and decide whether there is a reason to introduce them to the delivery team.
That is a substantial research assignment to tuck into an introductory email.
If you want to find government subcontracting opportunities, do some of that work before contacting the prime. Identify the contract, understand the customer, and propose a contribution specific enough for someone to evaluate.
How to Start Finding Government Subcontracting Opportunities?
A recognizable company name is not a subcontracting strategy, especially when that company operates across dozens of agencies and business units.
SBA’s subcontracting guidance points businesses toward prime contractor directories, awards involving subcontracting plans, SUBNet, and Small Business Search, or SBS.
Use those resources differently. A directory helps identify companies worth investigating, while SUBNet contains posted subcontracting opportunities. SBS helps primes discover your business, so keep your capabilities narrative, keywords, relevant NAICS codes, and performance information current.
For a starting list, review SBA’s directory of primes with subcontracting plans, then verify the current award and supplier process. A historical listing is a research lead, not confirmation that someone is buying today.
How to Research Government Contracts Before Outreach?
Use USAspending.gov to research contract awards by recipient, agency, industry, location, and date. Confirm that you have the correct legal entity rather than assuming every subsidiary operates as one purchasing organization.
Record the contract title and identifier, customer office, public scope description, place of performance, performance dates, and recent activity. Distinguish the location where work occurs from the prime’s headquarters, since a nearby corporate office tells you little about where technicians or deliveries are needed.
For indefinite-delivery contracts, look for relevant task or delivery orders. The FAR’s indefinite-quantity clause makes clear that performance is authorized through orders; the vehicle’s maximum quantity is not an immediate purchase of everything described.
Cross-check award records against available notices and documents in SAM.gov. Note whether you are researching current performance, a future order, or a potential recompete, because each calls for a different conversation.
Read public requirements with your own capabilities in mind, then identify a bounded piece of work rather than offering to “support the mission” in whatever way becomes available.
An IT support contract might involve field installation, asset inventory, or specialized training. A facilities requirement might involve controls testing, equipment servicing, or a geographically limited maintenance package. These are possibilities to verify against the actual scope, not automatic subcontract openings.
A qualified specialty contractor could use that information to investigate relevant orders and supplier requirements. The announcement alone does not establish that a particular awardee needs another subcontractor.
Write one sentence explaining your fit: “We can provide [defined service] at [location], supported by [relevant experience] and [available capacity].” If that sentence remains vague, keep researching.
How to Identify Your Value for Prime Contractors?
A large workload, broad geographic footprint, or specialized requirement can suggest a worthwhile conversation, but none proves that the prime is struggling.
Likewise, an empty subaward search does not establish that no subcontractors exist. USAspending’s data guidance discusses reporting delays and quality limitations that can affect subaward information.
Frame your outreach around a question you can reasonably ask. Could your local coverage reduce travel requirements, could a specialized skill complement the team, or could verified capacity support a future requirement?
Approach the prime as a company whose delivery responsibilities you understand, rather than announcing that you have diagnosed its problems from a search result.
Understand What Subcontracting Goals Actually Mean
Certain contracts require subcontracting plans with small-business participation goals, and those requirements can support a conversation about suitable suppliers.
They are meaningful obligations. FAR 52.219-9 addresses good-faith compliance with the plan, and failure to comply in good faith can constitute a material breach.
However, a participation goal does not entitle your business to a subcontract or require the prime to hire you specifically. Lead with your ability to perform, then explain any accurately represented socioeconomic status that may be relevant.
Small-business primes can also be potential partners, although applicable limitations on subcontracting must be considered. Do not assume every promising company has the same planning obligations.
Use This Prime Contractor Qualification Scorecard
Score each item 0 for unknown or poor fit, 1 for partial evidence, and 2 for strong, verified evidence. This is a practical prioritization tool, not a government standard or prediction of an award.
Qualification
What you should be able to explain
Contract and timing
The relevant award or order and why this is a useful time to engage.
Specific contribution
A defined work package or capability connected to the public requirements.
Relevant evidence
Comparable projects, your actual role, and documented results.
Delivery readiness
Geography, available capacity, and applicable licensing, security, or quality requirements.
Contact and business fit
An appropriate supplier route and a commercially sensible reason to pursue the relationship.
Prioritize scores of 8 to 10, investigate unresolved items at 6 or 7, and park lower-scoring prospects until you have a stronger basis for contact. A missing mandatory qualification overrides the total, however attractive the opportunity looks.
Sample Outreach Email Tied to a Named Contract
This illustrative supplier-introduction email references a real NASA contract and awardee. It does not imply an advertised opening or known capability gap, and the bracketed claims must be replaced with accurate information.
Subject: Western Regional MACC: California HVAC controls testing support
Hello [Name],
NASA lists Anderson Burton Construction among the awardees for its Western Regional Multiple Award Construction Contract. I am reaching out about potential HVAC controls testing and commissioning support for applicable facility-upgrade task orders in California.
Our team provides [specific testing and commissioning services] across [verified service area]. On [comparable project], we performed [your actual scope] and achieved [documented result].
We have [verified staffing availability] and [applicable licenses or credentials]. I have attached a one-page capability statement focused on this work.
Are you the appropriate contact for specialty subcontractor qualification under this contract, or is there a supplier process we should complete first?
Thank you for your time,
[Name, title, company, phone, website]
For a posted subcontract solicitation, follow its submission instructions rather than substituting an introductory message for the required response.
What Information Should You Provide to Prime Contractors?
A tailored capability statement should reinforce the proposed contribution with relevant projects, geographic coverage, capacity, and accurate credentials. The recipient should not have to search a general brochure to understand why you contacted them.
Follow the prime’s supplier-registration instructions and ask about its review timeline. If no timing is provided, a brief follow-up after roughly seven to ten business days is a reasonable starting point, then adjust to the response rather than sending weekly reminders indefinitely.
The AI-powered FedBiz365 platform helps small businesses research awards, customers, and potential teaming and subcontracting partners aligned with their capabilities. Use it to compare a prime’s award history and agency relationships, identify potential partners, and organize qualified targets in a pursuit pipeline. The research still needs to lead to a conversation that confirms fit, timing, and the prime’s actual requirements.

My experience with FedBiz has genuinely been a positive and valuable one. When I came to them, I was still learning my way through government contracting, and the guidance and support I received helped me better understand the process and continue moving my business forward.
I especially want to recognize Frank Kerbs. I had regular consultation meetings with Frank, and I always appreciated his time, knowledge, patience, and willingness to answer my questions. Having someone knowledgeable that I could speak with consistently made a real difference in my experience.
During my time working with FedBiz, my company went on to receive several government contract awards. Most recently, we were awarded a four-year government contract providing ongoing maintenance services for a public healthcare facility. I’m extremely grateful for the progress my company has made and for the guidance and resources FedBiz provided along the way.
What I appreciate most is that my experience with FedBiz wasn’t simply about receiving a service. I came away with a much greater understanding and appreciation for government contracting and what is possible for a small business willing to pursue these opportunities.
I’m genuinely grateful to Frank and the entire FedBiz team for being part of that journey, and I would gladly recommend them to other small-business owners who are serious about exploring government contracting.
Response from the owner:Congratulations of your contract award success and thank you for the opportunity to be of assistance. We appreciate your detailed feedback for the FedBiz Access team and your account consultants specifically. We look forward to continue providing valuable service and assistance with your government contracting goals, from registration to award.

I met Sidney Waters one year ago on a conference call. Really personable and ready to help companies become properly equipped government contractors.
Their resources and expert guidance provide everything you need to implement your strategy and hit the ground running.
Although I haven't subscribed to Fed Biz Access, Sidney Waters has consistently checked in on our progress, providing "gold nuggets" and directing us to government resources. To be honest, he doesn't have to, but he's a quality individual. And for that, we appreciate him.
The team at Fed Biz Access consists of former contracting officers who clearly know their stuff.
If you are looking to start a government contracting business, I highly recommend calling Sidney Waters before spending your budget elsewhere.
He is a genuine, professional who genuinely wants you to succeed.
