3. State and Local Contracts Supported by FEMA Funding

A vague profile that says a company can provide “all disaster services nationwide” is unlikely to inspire confidence. Specificity is more useful than ambition.
Local Businesses Can Have an Advantage
When the President issues an emergency or major disaster declaration under the Stafford Act, contracting officers give preference to local organizations, firms, and individuals for certain disaster assistance activities. That preference may be implemented through a local-area set-aside or an evaluation preference.
