The FAR remains the primary regulation for federal executive agency acquisitions, but the broader reform effort is clearly focused on faster acquisitions, greater competition, and better results.

For agile small businesses and nontraditional contractors, that matters.

It means the door is not just cracked open. In some areas, DoD is actively looking for companies that can solve problems quickly, bring commercial best practices to defense missions, and work with enough flexibility to keep pace with changing requirements.

The question is whether your business is positioned to be found, trusted, and brought into the right conversations.

What DoD Is Really Trying to Fix

Let’s be honest. Traditional defense acquisition can be slow.

Painfully slow.

DoD’s Other Transactions Guide explains that OTs are not traditional procurement contracts, grants, or cooperative agreements, and they are often used for research, prototypes, and production follow-on opportunities when statutory conditions are met.

Plainly put, DoD wants more ways to get to the right solution without forcing every need through the same long hallway.

Large defense primes are not going anywhere. They have infrastructure, contract vehicles, compliance teams, relationships, and decades of past performance.
