September has a different pulse in federal contracting. Deadlines get shorter. Inboxes get busier. Requirements that sat on the “we’ll get to it” list suddenly need a quote, a vendor, and a clear path to award before September 30.
There’s a practical reason for the rush. The federal fiscal year ends on September 30, and many annual appropriations are no longer available for new obligations after that date. That does not mean agencies can buy anything just to empty an account. Every purchase still needs a legitimate mission purpose, available funding, and proper approval. What changes is the clock. Buyers want capable vendors who can remove friction, answer quickly, and deliver what they promise.
That is the opening for small businesses. You do not need to chase every notice in Washington. You need to become the easy, credible answer to a real need. Here are five moves you can make right now.
1. Follow the Money, Not Your Wish List
Start with evidence. Who already buys what you sell? Which agencies and contracting offices make those purchases? What are the usual award sizes, buying methods, and incumbent contractors?
Begin with FedBiz365. Search by your NAICS codes, keywords, target agencies, locations, set-asides, and other criteria to find the parts of government that have a proven appetite for your offer. 2. Build Something a Buyer Can Say Yes to Quickly

Contract-specific rules and agency policies still apply, and no one should split a larger requirement into smaller pieces to stay below the threshold. The lesson is simply this: a legitimate, right-sized offer can be easier to buy quickly.
For each offer, have these facts ready:
Exact scope or product quantity
Firm price or a clear price range
Delivery or start date
Geographic coverage
Accepted payment methods and contract vehicles
Relevant certifications and compliance details
One proof point from similar work
Put the strongest version on a one-page Capability Statement. Tailor it to the agency and the need. A general brochure says, “Here is everything we have ever done.” A useful capability statement says, “Here is why we can solve this problem with low risk.”
September is not the month for a 900-word introduction email. Buyers are under pressure, and clarity gets read.
Contact contracting officers, program staff, purchase-card holders when identifiable, and agency small business specialists. Reference a real purchasing pattern, forecast, sources-sought notice, or mission need. Then make a small, sensible ask.
Try this structure:
Subject: Ready-to-order [product or service] for [agency or office]
“Hi [Name], we help [type of customer] accomplish [specific result]. I noticed your office buys [relevant product or service] and may have a fiscal year-end need. We can provide [defined offer] at [price or range], with delivery by [date]. Our [certification, vehicle, or relevant experience] may support a fast, low-risk purchase. I’ve attached a one-page capability statement. Are you the right person to speak with, or could you point me to the appropriate buyer?”
Follow up by phone within one or two business days. Be polite, brief, and useful. “Did you see my email?” is weak. “I can confirm inventory and delivery by Friday if this requirement is still active” gives the buyer a reason to respond.

Active SAM registration, UEI, CAGE code, and current representations
Updated Small Business Search profile
Tailored capability statements
Short past-performance examples with results
Current pricing, labor categories, and delivery lead times
Insurance, licenses, certifications, and key policies
Proposal templates and a final compliance checklist

Do not ask anyone to “use up” money. Ask about real work that is ready but waiting. Buyers remember contractors who help solve a problem without creating a compliance headache.
If you lack the right vehicle or federal past performance, look for a prime contractor that already has access. Before lunch, choose three target agencies. By the end of the day, create one or two defined offers and update your capability statement. Tomorrow, contact ten well-matched buyers or prime contractors, activate focused alerts, and set two daily review times. Keep the list narrow enough that every message can be personal.
The September pie is being sliced now. Your job is to show up as a vendor who is easy to find, easy to understand, and ready to perform.
