If you are new to government contracting, the opportunity landscape can feel like walking into a giant warehouse with no aisle signs.
There are thousands of listings, unfamiliar acronyms, and enough filters to make your eyes cross. A lot of small business owners make the same early mistake: they start clicking around, chase whatever looks interesting, and burn time on opportunities they were never likely to win.
That is the bad news.
The good news is that finding federal opportunities gets much easier once you stop treating it like a treasure hunt and start treating it like a map. The goal is not to look at everything. The goal is to know where opportunities actually appear, how to filter them fast, and which paths make the most sense for a beginner.
Let’s walk through that map together.
First, know where opportunities actually show up
For most beginners, SAM.gov is the main starting point. It is the federal government’s primary contracting opportunity portal, and agencies use it to post active contract opportunities, notices, and related procurement information.
But here is where many new businesses get confused: not everything in SAM.gov is a ready-to-bid opportunity.
Some notices are actual solicitations. Others are early market research notices that happen before a formal bid is released. Those early notices matter more than many beginners realize.
Two of the most important are Requests for Information (RFIs) and Sources Sought notices.
An RFI is basically the government asking the market, “What is out there, and how would industry approach this?” SAM notices often say directly that the RFI is for “informational, market research and planning purposes” and is not a request for proposals.
A Sources Sought notice is similar. It helps an agency identify potential vendors, understand capabilities in the market, and sometimes determine whether a requirement could be set aside for small business. SAM listings frequently describe these notices as a way to gather information about qualified sources and their size classification under a given NAICS code.
Why should a beginner care if these are not yet “real bids”?
Because this is often where smart contractors get in early.
If you wait until the final solicitation is posted, you are reacting late. If you pay attention to RFIs and Sources Sought notices, you can spot demand earlier, learn how agencies describe the requirement, and decide whether you should prepare, market, team, or step aside. For a small business, that early visibility can be more valuable than randomly jumping on a last-minute RFP.
The beginner mistake: searching too broadly
A lot of overwhelmed business owners search federal opportunities the same way people browse Netflix when they do not know what they want. They type one broad phrase, scroll endlessly, and hope something jumps out.
That is not a strategy.
A better approach is to narrow the field with a few practical search anchors:
NAICS codes. These are industry classification codes tied to what your business does. If you know your core NAICS codes, you can immediately cut down noise and focus on opportunities that fit your lane.
Keywords. Use plain-language terms buyers might use to describe your service or product. Test several versions. Agencies may describe the same need in different ways.
Set-asides. If your business qualifies as a small business or under a socio-economic category, filtering by set-aside status can help you focus on opportunities meant for firms like yours.
Place of performance. Geography matters. If you only serve certain states or regions, use that filter.
Notice type. Separate active solicitations from RFIs and Sources Sought so you know whether you are looking at a bidding opportunity or an early signal.
This is the real shift: do not search for “government contracts.” Search for your kind of work, in your category, under your business status, with your realistic capacity.
In other words, stop asking, “What is out there?” and start asking, “What fits us?”
That one mindset change saves a lot of wasted effort.
A simple way to search without drowning
If you are just starting, keep your process simple.
Start with one or two core NAICS codes. Add two to five practical keywords that describe your offer. Then layer in small business set-asides if they apply. From there, review results in three buckets:
Bucket one: active solicitations that look like a direct fit Bucket two: RFIs and Sources Sought that suggest future fit Bucket three: everything else that is probably noise
That third bucket is important. Beginners often feel guilty skipping opportunities. Do not. Good opportunity management is not about looking harder. It is about ruling things out faster.
A contract that is too large, too specialized, too geographically distant, too past-performance-heavy, or too poorly aligned with your capabilities is not a hidden gem. It is a distraction.
Prime contracting vs. subcontracting: the fork in the road
Now let’s talk about one of the biggest decisions beginners face.
Do you go after work as a prime contractor, or do you try to enter as a subcontractor?
A prime contractor is the company that holds the direct contract with the government. That company is responsible for the full delivery, compliance, administration, reporting, and overall performance.
A subcontractor works under the prime. You are supporting the contract rather than owning the whole thing.
Many new businesses assume prime contracting is the goal they should chase immediately. Sometimes that works. Often, it is not the smartest first move.
For beginners, subcontracting is frequently the better entry ramp.
Why?
Because it usually comes with lower risk. You are not carrying the full administrative burden of the contract. You are not trying to manage every moving piece at once. You also get a faster education in how federal work really operates, because you see the delivery process from the inside.
Subcontracting also helps you build relationships. And in government contracting, relationships matter. Not in a shady way. In a practical way. Buyers and primes want to know who can perform, who responds well, and who makes life easier.
That is why subcontracting can be such a smart first step. It lets you gain relevant experience, learn the rhythm of federal projects, and build past performance without having to win everything on your own on day one.
Think of prime contracting as driving the bus. Think of subcontracting as joining the route, learning the roads, and proving you can help get everyone where they need to go.
Where to find subcontracting opportunities
This is the part many beginners miss.
They spend all their time in SAM.gov, but a lot of good beginner-friendly paths are actually on the subcontracting side.
One official source is SBA’s SUBNet, which allows small businesses to search and view subcontracting opportunities posted by prime contractors. SBA also notes that small businesses can browse listings by keyword or state.
Another useful route is large prime contractor websites themselves. Many major federal primes have supplier registration pages, teaming portals, or small business outreach sections. GSA specifically points small businesses toward subcontracting directories, prime contractor research, and SUBNet when pursuing subcontracting paths.
You should also pay attention to agency small business offices. Many agencies have Offices of Small and Disadvantaged Business Utilization or similar programs that connect small businesses with resources, events, forecasts, and subcontracting guidance. Commerce, HHS, VA, GSA, USDA, and other agencies publicly describe these offices as part of their effort to increase small business contract and subcontract participation.
If you are new, this matters because subcontracting is often about visibility. You need to know who already holds the work, who must meet subcontracting goals, and where your capabilities could fit into an existing team.
A beginner-friendly strategy usually looks like this:
Start by identifying your core service areas and matching NAICS codes.
Search SAM.gov for active fits, but also pay close attention to RFIs and Sources Sought notices. Those are early signals, not clutter.
At the same time, research prime contractors already active in your space. Look at who is winning work, what agencies they serve, and whether they use subcontractors.
Then build a short list of realistic targets. Not fifty. Maybe ten to twenty. Enough to create focus, not chaos.
That is how you stop acting like a random bidder and start behaving like a company with a plan.

Let me tell you — government paperwork is no joke. I went into this SDVOSB certification process fully expecting to lose at least 3 brain cells and my will to live somewhere between page 47 and form 18B. Then came Ashley.
