When to Say “No-Go”: A Practical Opportunity Qualification Framework for Small Government Contractors

Go or No-Go in Government Contracting

Small businesses don’t lose in government contracting only because they lack capability.

They often lose because they burn limited time and proposal dollars on the wrong opportunities. Bids that were never a strong fit, were structurally hard to win, or carried enough hidden risk to outweigh the upside.

A disciplined Go/No-Go process is one of the most profitable “systems” you can build. It forces you to qualify opportunities the way contracting officers and evaluators think: risk, clarity, competition, and credibility. And it protects your team from the most common trap in GovCon: “We could do it… so we should bid it.”

This article focuses on No-Go indicators; the red flags that tell you to walk away (or pause) before you invest real effort.

Define “No-Go” vs. “Not Yet”

A mature qualification process has three outcomes, not two.

Go: You can credibly win and perform with acceptable risk.
No-Go: You should not pursue. period.
Not Yet: You could pursue later if one or two conditions change (scope clarified, timeline extended, teaming partner secured, etc.).

That “Not Yet” bucket is where disciplined contractors save the most time. You don’t force a bid. You set a trigger (an amendment, a clarification, a partner, an updated requirement), and you revisit only if that trigger happens.

A fast No-Go gate you can run in 15–30 minutes

Before you read a solicitation like a novel, run it through two gates.

Gate 1: Eligibility and mandatory requirements
If you can’t meet a mandatory requirement, it’s a No-Go. Don’t negotiate with yourself.

Examples of common must-pass items:

  • Set-aside eligibility and size status
  • Facility clearance or personnel clearance
  • Licenses, bonding, OEM authorization, required certifications
  • Place of performance and surge requirements you cannot staff
  • Submission requirements you cannot meet by the deadline

Gate 2: “Can we bid responsibly?”
Even if you’re eligible, you should only bid when you can propose with integrity: clear scope, realistic pricing, and a credible staffing plan. The FAR encourages exchanges with industry to improve understanding of requirements, but if the opportunity doesn’t support clarity, you’re being asked to guess.

No-Go indicators that waste the most time

Below are the most reliable No-Go signals small businesses run into. You won’t see all of them at once. But when you see one hard red flag (or several soft ones), you should strongly consider walking away.

The scope is unclear or internally inconsistent

If you can’t clearly explain what “done” looks like, you can’t price it, staff it, or manage performance risk.

Watch for:

  • Vague deliverables (“support as needed,” “as directed” everywhere)
  • Conflicts between SOW/PWS, pricing schedule, and evaluation criteria
  • Missing quantities, ambiguous SLAs, or undefined terminology

Agencies are expected to conduct market research appropriate to the circumstances and use it to support effective acquisitions, but unclear requirements still appear in the wild.

No-Go test: If you cannot write a one-paragraph scope summary in plain English without making assumptions, pause or pass.

The timeline is unrealistic for the effort required

Unrealistic timelines can be a sign of poor planning, but they can also be a competitive signal: the buyer may already know who can mobilize fastest.

Watch for:

  • Short proposal windows for complex efforts
  • Immediate start dates that ignore recruiting, clearances, onboarding, transition
  • Aggressive deliverables due early in performance with minimal ramp

No-Go test: If you’d need perfect hiring or instant onboarding to meet Day 1 expectations, you’re buying performance risk.

The requirement reads like it was written for a specific solution or vendor ecosystem

Sometimes you’ll see a statement of work that’s technically “open,” but practically narrow—specific tools, platforms, or processes that mirror a particular vendor’s footprint.

FAR policy emphasizes promoting competition and limiting restrictive provisions to what’s necessary.

Watch for:

  • Extremely specific tool stacks or brand-like descriptions
  • Requirements tied to a proprietary workflow
  • “Must have experience with this exact internal system” with no equivalent pathway

No-Go test: If the only way to be compliant is to already be inside the ecosystem, you’re likely looking at a low-probability bid.

There’s little to no meaningful market engagement signal

Healthy procurements often show some engagement: sources sought, draft RFPs, RFIs, industry days, or at least substantive Q&A.

The FAR encourages exchanges with industry from early identification through receipt of proposals.
FAR Part 10 establishes the expectation of market research appropriate to the circumstances.

Watch for:

  • No prior engagement and a rushed final solicitation
  • Q&A that is minimal, delayed, or non-substantive
  • Few or no clarifying amendments despite obvious ambiguity

No-Go test: If you’re blind on customer pain, blind on competitive dynamics, and the solicitation provides no clarity mechanism, walk or park it.

Budget signals don’t match the scope

Even when the solicitation doesn’t publish a budget, you can often infer misalignment.

Watch for:

  • Labor categories that don’t match required qualifications
  • Required coverage or hours that don’t align with deliverables
  • Evaluation language that effectively forces lowest-cost behavior for high-risk scope

Scenario: A small IT firm sees a requirement for 24/7 coverage and senior engineering, but the labor mix and hours suggest helpdesk pricing. That’s a trap: you win by underpricing, then bleed margin or fail performance.

No-Go test: If you can only win by bidding a price you’d be afraid to deliver at, it’s a No-Go.

Your past performance is not a credible match and you can’t mitigate

Past performance doesn’t mean you need the exact same contract, but you need relevance you can defend: similar scope, complexity, customer type, contract type, or environment.

Watch for:

  • Requirements demanding highly specific, recent experience you don’t have
  • An evaluation approach heavily weighted to “same/similar work”
  • Customer risk tolerance that appears low (mission-critical environments)

You have no win narrative that’s specific to this buyer

A win narrative is not “we’re qualified.” It’s the buyer’s specific problem, why they’ll believe you can solve it, why you’re lower risk than alternatives, and why your approach is meaningfully better.

No-Go test: If you can’t write your win narrative in 4–6 sentences without fluff, you’re not positioned—you’re hoping.

The proposal lift is disproportionate to the payoff and probability

Some opportunities require heavy compliance, multiple volumes, long past performance packages, complex pricing, or extensive management plans.

That isn’t automatically bad, but it becomes a No-Go when the revenue is modest, the ceiling is misleading, or your win probability is low.

No-Go test: If the proposal cost (time plus dollars) isn’t justified by expected value (probability times profit), protect your team.

Competitive dynamics are stacked and you have no angle

This isn’t about being afraid of competition. It’s about being realistic.

Watch for:

  • Strong incumbency signals (stability, continuity language, minimal change)
  • Repeated awards to the same few vendors
  • Procurement structure that favors a large-prime footprint unless you’re teaming

No-Go test: If you can’t articulate a credible displacement strategy or a strong teaming path, you’re likely donating bid money.

You can’t support performance without overextending operations

A bad win is worse than a clean loss.

Watch for:

  • You’d need to hire too fast, too much, or outside your management capacity
  • Cash flow strain from slow pay or high upfront costs
  • Operational complexity beyond your current maturity

No-Go test: If winning would break delivery discipline, pass. Reputation and performance history are long games.

Practical “Not Yet” triggers

Some opportunities aren’t No-Go, they’re Not Yet. Common triggers include:

  • An amendment clarifies scope and removes ambiguity
  • The timeline extends to a realistic proposal window
  • You secure a partner that closes capability or past performance gaps
  • You obtain missing documentation (OEM letters, key personnel commitments)
  • Q&A becomes substantive and reduces risk

The discipline is simple: don’t start writing until the trigger happens.

She’s fast, sharp, and somehow manages to make federal forms almost fun (that’s saying something). Ashley deserves a medal — or at least an unlimited coffee subscription.
