If you touch Department of Defense work—directly or as a subcontractor—Cybersecurity Maturity Model Certification (CMMC) is no longer a “someday” project. It’s a contracting reality that now determines who can bid, who can get awarded, and who stays in the defense supply chain. In late 2024, DoD finalized the CMMC rule at 32 CFR Part 170, with a phased rollout that begins with self-assessments for the simplest cases and scales up to third-party and government assessments for the most sensitive work. In short: the days of “self-attestation only” are over.
Why the push? Because adversaries go where the defenses are thinnest. DoD and the Defense Industrial Base (DIB) continue to face relentless targeting—over 12,000 cyber incidents since 2015—and a significant share of the DIB is made up of small businesses that often lack formal security programs. CMMC is how DoD raises the baseline across the entire supply chain.
CMMC in Plain English
CMMC verifies (not just promises) that you’re doing the cybersecurity basics required by law and regulation when you handle sensitive unclassified information for DoD. The model defines three levels:
Level 1 (Self) – Basic safeguarding for Federal Contract Information (FCI); 15 practices from FAR 52.204-21; annual self-assessment with results recorded in SPRS. Think: endpoint hardening, access control fundamentals, patching, and basic monitoring.
Level 2 (Self or C3PAO) – Full protection for Controlled Unclassified Information (CUI); all 110 controls from NIST SP 800-171 Rev. 2. Depending on the type of CUI and contract, you’ll either self-assess annually or undergo a third-party (C3PAO) assessment every three years.
Level 3 (DIBCAC) – For the most sensitive programs; 24 additional requirements selected from NIST SP 800-172, assessed by DoD’s DIBCAC team (government assessment). Level 3 only applies after you’ve achieved Final Level 2 (C3PAO).
Key point: CMMC doesn’t invent new security out of thin air. It enforces requirements that have been on the books for years—especially DFARS 252.204-7012, which has required NIST 800-171 controls for contractors handling CUI since December 31, 2017.
What’s Changing Now (and When)
DoD’s phased implementation means requirements tighten year by year:
Phase 1: Level 1 (Self) and Level 2 (Self) appear as conditions in solicitations/awards where applicable.
Phase 2 (one year later): Level 2 C3PAO assessments begin appearing as award conditions for applicable work.
Phase 3 (one year later): Level 2 C3PAO becomes ubiquitous where CUI is involved; Level 3 appears as award condition for select programs.
Practically, that means solicitations will increasingly require a current CMMC status (and, for Level 2 C3PAO, a passing assessment) before you can be awarded—or even to keep options exercised in future periods. If you wait until an RFP drops, you’re already behind.
Why CMMC Is Business-Critical (Not Just IT’s Problem)
1) It’s a go/no-go gate for awards
CMMC requirements appear in the contract. For many opportunities, if you don’t have the specified CMMC level (and assessment type) by the time of award, you’re non-compliant—no matter how great your technical solution is. Waiting puts otherwise winnable deals out of reach.
2) It reduces False Claims Act risk
When you sign a contract that requires cybersecurity controls (DFARS 7012, FAR 52.204-21, etc.), you’re certifying compliance. DOJ is taking notice. In May 2025, the Department of Justice announced an $8.4 million settlement resolving allegations that contractors failed to meet required cybersecurity obligations—a reminder that misrepresentations can lead to treble damages, penalties, and reputational damage.
3) It opens doors with primes and partners
Large primes must de-risk their supply chains. A small shop with Level 2 in place is easier to team with than a firm that’s “working on it.” CMMC is a signal of reliability—and primes increasingly screen subs for it during down-selects and supplier onboarding.
4) It’s your best defense against IP theft
NIST 800-171 practices (multi-factor authentication, access control, encryption, logging, incident response, etc.) reduce the likelihood and impact of a breach—and the loss of your proprietary designs or data. DoD has documented persistent targeting of DIB companies; strong controls materially reduce risk.
5) It aligns with DoD’s small-business reality
Small businesses are the majority of companies doing business with DoD—over 70%—and many of the 110 controls map cleanly to right-sized, commercially available tools and managed services. CMMC gives procurement officials confidence that even the smallest suppliers meet a common baseline.
Which Level Do You Need?
If you only handle FCI (e.g., performance details not intended for public release), plan for Level 1 (Self)—a straightforward annual self-assessment posted to SPRS.
If you store or process CUI (technical drawings, controlled specs, certain program data), expect Level 2. Determine whether your contracts will require Self or C3PAO assessment—DoD ties this to the type of CUI and criticality.
If your work involves mission-critical or unique technologies, DoD may require Level 3 (DIBCAC)—a government assessment over a subset of NIST 800-172.
Tip: Don’t guess. Confirm your information types (FCI vs. CUI) with your contracting officer or prime. Then map that to the level and assessment method your pipeline will require over the next 12–24 months.
A Practical Game Plan (That Won’t Paralyze Your Business)
Inventory your data flows Document where FCI and CUI live (systems, users, vendors). If you never touch CUI, you avoid Level 2 entirely; if you do, you’ll need to show all 110 controls are implemented under NIST 800-171.
Pick your target level and assessment type Use the DoD CIO CMMC “About” page, the Level 2 Assessment Guide, and the eCFR to clarify expectations. If you’ll need a C3PAO assessment, check availability and lead times now.
Close the gaps with proven baselines Start with the FAR 52.204-21 controls for Level 1, then implement the 110 NIST 800-171 controls for Level 2. Leverage your existing stack—MFA, endpoint protection, encryption at rest/in transit, centralized logging, access controls, and incident response are all table-stakes.
Record, attest, and maintain Post required scores and affirmations in SPRS (for Level 1 and Level 2 Self), stay audit-ready with policies/procedures, and plan for triennial C3PAO where applicable.
Mind the contracts you already have Remember: DFARS 252.204-7012 has been in your clauses for years. If you handle CUI today, you were already supposed to be at the 110-control bar by 12/31/2017. If you’re not there yet, treat it as a priority risk item.
Think beyond checklists Strong cyber posture continually improves win probability—especially as solicitations increasingly include CMMC as a hard gate. The firms that move early will face less competition for assessors, fewer schedule shocks, and more teaming interest.
How This Intersects With Your Go-to-Market (and GSA)
Even if you’re primarily a DoD seller, multiple award vehicles like GSA MAS are becoming even more important routes to market. Why? Because the Administration is consolidating buying and asking agencies to use GSA as the Federal Government’s “core buyer” for common needs. In July 2025, OMB issued guidance to accelerate procurement consolidation and centralize functions in GSA—continuing a policy line established by Executive Order earlier in 2025.

Let me tell you — government paperwork is no joke. I went into this SDVOSB certification process fully expecting to lose at least 3 brain cells and my will to live somewhere between page 47 and form 18B. Then came Ashley. Like an angel with a headset, she swooped in and somehow made sense of it all. I swear, this woman could turn a mountain of government forms into a walk in the park.
She’s fast, sharp, and somehow manages to make federal forms almost fun (that’s saying something). Ashley deserves a medal — or at least an unlimited coffee subscription. Thanks to her, my Service-Disabled Veteran-Owned Small Business certification is squared away, and my sanity remains (mostly) intact.
If you’re a veteran business owner trying to navigate this maze, do yourself a favor — call Ashley. She’s a lifesaver with a sense of humor and the patience of a saint.
