NITAAC plans to release the $40 billion CIO-SP4 IT services contract RFP

The NITAAC plans to release the $40 billion CIO-SP4 IT services contract RFP in late March 2021 to be awarded to as many as 450 large and small contractors by early 2022.

The National Institutes of Health Information Technology Acquisition and Assessment Center (“NITAAC”) announced it will issue the Request for Proposal (“RFP”) in the next few weeks for the Chief Information Officer-Solutions and Partners 4 (“CIO-SP4”) Government-Wide Acquisition Contract (“GWAC”).

 $40 Billion in Federal Contracting Opportunities for Heath IT Support.

CIO-SP4 will provide information technology (“IT”) solutions and services, which include health and biomedical-related IT services to meet scientific, health, administrative, operational, managerial and information management requirements. The contract also contains general IT services partly because medical systems are increasingly integrated within a broader IT architecture, requiring a systems-approach to their implementation and a sound infrastructure for their operation.  This will support the needs of federal agencies like Health and Human Services (“HHS”) that are involved in health care and clinical & biological research.

 CIO-SP4 Ten Task Areas constitute the technical scope of this contract:
  • Task Area 1: IT Services for Biomedical Research, Health Sciences, and Healthcare
  • Task Area 2: Chief Information Officer Support
  • Task Area 3: Digital Media
  • Task Area 4: Outsourcing
  • Task Area 5: IT Operations and Maintenance
  • Task Area 6: Integration Services
  • Task Area 7: Cyber Security
  • Task Area 8: Digital Government and Cloud Services
  • Task Area 9: Enterprise Resource Planning
  • Task Area 10: Software Development

The NITAAC intends to issue 200 – 300 Small Business set-aside awards to Woman-Owned, HUBZone, Service-Disabled Veteran-Owned, and 8(a) certified businesses as part of the CIO-SP4 program.  (The Draft RFP is currently available on Beta.SAM.gov.)
