A contractor can spend years building past performance, hiring specialized employees, strengthening its accounting systems, and developing the financial capacity to perform larger contracts. Then it crosses its SBA size standard and discovers that much of the market it learned to navigate is suddenly off limits. The company may be too large for small business set-asides, yet still far too small to compete comfortably against billion-dollar incumbents.

The SBA’s newly proposed size standards could push that cliff much farther down the road for thousands of growing contractors. But this is not simply an inflation adjustment or a modest increase to a few revenue thresholds. SBA is proposing to rebuild the framework it uses to determine which businesses count as small.

For some federal contractors, that would create valuable new runway. For others, it could introduce a formidable new class of competitors into the small business market.

First, This Is a Proposal, Not an Effective Rule

SBA published the proposed rule on August 20, 2026, and is accepting public comments through September 21, 2026. Until SBA reviews those comments, issues a final rule, and establishes an effective date, contractors must continue using the current size standards.

That distinction matters. A business that exceeds its current standard cannot begin representing itself as small based on a proposed threshold, no matter how likely the proposal may appear to move forward.

Still, the potential impact deserves immediate attention. SBA estimates that the proposal would produce a net increase of 114,541 employer firms classified as small, raising the total from approximately 6.345 million to 6.460 million. That is a 1.8 percent increase in the eligible population.

SBA Is Redrawing the Size Standards Map

The current system contains size standards covering 978 six-digit NAICS industries, along with 18 specialized contracting exceptions. The proposed structure would replace that arrangement with 338 standards, including 276 established at the four-digit NAICS level and 62 at the five-digit level. All 18 current exceptions would be eliminated.

SBA also proposes a major shift in how business size is measured. The number of receipt-based standards would fall from 496 to 129, while 208 standards would be employee-based. Where SBA has discretion, its new methodology generally favors employee counts, which the agency believes will reduce the number of businesses moving unpredictably between small and other-than-small status because of revenue volatility, inflation, or productivity gains.

The revised methodology would also remove the current maximum thresholds of $47 million for receipt-based standards and 1,500 employees for employee-based standards. Receipt-based calculations would include a productivity adjustment in addition to inflation, something SBA says it has not done previously.

In other words, SBA is not merely moving a few yard markers. It is redrawing much of the field.

Some Proposed Increases Are Enormous

The scale of the change becomes clearer when looking at industries with significant federal contracting activity.

Custom Computer Programming Services under NAICS 541511 currently has a $34 million receipt-based standard. Under the proposal, the broader Computer Systems Design and Related Services group would use a $531 million standard. Computer Systems Design Services and Other Computer Related Services would also fall under that proposed $531 million threshold.

Engineering Services would move from $25.5 million to $252 million. Administrative Management and General Management Consulting Services would move from $24.5 million to $295 million.

Construction firms would experience a different kind of change. Commercial and Institutional Building Construction, currently measured against $45 million in average annual receipts, would move to a 600-employee standard. SBA estimates that this particular change would add 1,868 firms to the small business population for that NAICS code.

These are not rounding-error adjustments. A technology company with $200 million in average annual receipts may operate very differently from a company with $20 million, even if neither is dominant within the broader commercial market SBA has analyzed.

That difference in scale will matter when both companies pursue the same federal set-aside.

The Newly Eligible Pool Includes Experienced Federal Contractors

The most important GovCon number may not be 114,541. It may be 37,002.

SBA estimates that approximately 37,002 firms with fiscal year 2025 federal contracts would be newly classified as small under the proposal. Collectively, those firms accounted for roughly 105,655 contracts worth more than $71 billion during the fiscal year.

Engineering Services leads the list, with an estimated 5,314 current contractors becoming newly eligible. Other Computer Related Services follows with 2,247, Custom Computer Programming Services with 2,171, management consulting with 1,818, and Computer Systems Design Services with 1,663.

Many of these businesses will not be newcomers trying to decipher SAM registration for the first time. Because they already hold federal contracts, they may bring relevant past performance, established delivery teams, contract infrastructure, and familiarity with agency customers. The exact competitive effect will vary by market, and SBA notes that some underlying SAM revenue and employee information may be outdated, but the strategic implication is difficult to miss.

A significant group of experienced federal vendors could become eligible to pursue small business set-asides.

Is This Really a Win for Small Business GovCon?

For businesses that previously graduated from their size standards, the proposal could be a substantial win. It may allow them to reenter restricted competitions, retain small status longer, and continue growing without immediately being pushed into full-and-open competition.

For firms approaching their current thresholds, the additional runway could be equally valuable. SBA specifically describes the proposal as pushing out the “benefit cliff” that can discourage companies from growing beyond existing standards.

Agencies could also benefit from a deeper supplier pool. Awards made to newly small contractors could count toward agency small business goals, including awards made through procurements that were not originally restricted to small businesses.

But current small business incumbents should not assume that a bigger small business market automatically means a better one.

SBA acknowledges that increased competition could reduce profits and that businesses closest in scale to the newly eligible firms are likely to feel the greatest effect. A contractor that has spent years competing against companies with $10 million to $30 million in revenue may soon find itself facing firms several times that size, depending on the final standard for its industry.

The proposal could therefore solve one version of the size cliff while creating a wider competitive range inside the small business category.

What Contractors Should Do Now

Model your status under both systems. Compare the current and proposed standards for every NAICS code that materially supports your pipeline, not just the code listed as your primary NAICS in SAM. Identify where your company would remain small, become newly small, or face a larger competitive population.

Use the correct size calculations. For federal contracting, annual receipts are generally averaged across the five most recently completed fiscal years. Employee-based size calculations generally use the average number of employees across pay periods during the preceding completed 24 calendar months. Applicable affiliate receipts and employees must also be included, so a quick glance at standalone company revenue may not provide the correct answer.

Rebuild the competitor universe. Market research based only on today’s small business population may become obsolete. For important recompetes, identify current other-than-small incumbents and competitors that would fall beneath the proposed standard. Separate them into current-small, potentially newly small, and remaining large-business categories.

Reassess agency and opportunity strategy. A larger eligible pool could support additional set-aside decisions in markets where contracting officers previously struggled to identify enough capable small businesses. It could also make existing set-asides more competitive. Contractors should review agency forecasts, expiring awards, incumbent size, contract scale, and buying-office behavior rather than treating the rule as an abstract compliance change.

Do not change your SAM representation based on the proposal. Current standards remain in effect. Monitor the rulemaking, any revisions made in response to comments, the publication of a final rule, and the eventual effective date before changing a size representation.

Consider submitting a substantive comment. Comments are due September 21, 2026, under Docket No. SBA-2026-0199. Useful comments should be supported by market evidence, such as typical contract size, labor requirements, capital intensity, competitive concentration, subcontracting patterns, and the likely effect of combining distinct six-digit industries under a broader four-digit standard.

The Market Could Move Before the Rule Becomes Final

Whether this proposal becomes an unqualified win will depend on where a contractor sits.

Graduated firms may regain access to valuable contracting lanes. Growing small businesses may receive more room to scale. Agencies may gain additional qualified suppliers. At the same time, established small contractors may face better-resourced competitors with significant federal past performance.

The companies that benefit most will not simply wait for a final rule. They will begin modeling the new market now.

OASIS+ works differently.

The General Services Administration currently lists all six OASIS+ solicitations as continuously open, with rolling proposal evaluations and awards. Those solicitations cover Total Small Business, 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business, Women-Owned Small Business, and Unrestricted contractors.

That sounds like excellent news, and it is, but continuously open does not mean casually open. There may be no traditional closing date breathing down your neck, yet GSA still expects a complete, well-supported proposal that demonstrates your company belongs on the vehicle. Think of it less like catching the last train and more like passing through airport security. The checkpoint stays open, but you are not getting through because you showed up with confidence and a nice capability statement.

For small businesses considering an OASIS+ proposal in 2026, the real question is not whether you can submit. The question is whether you should submit now, spend time preparing, or pursue the market through a partner first.

What “Continuously Open” Really Means

OASIS+ consists of six separate multiple-award contracts. The five small business contracts align with different eligibility categories, while the Unrestricted contract is available to businesses of any size.

GSA can evaluate proposals and make awards on a rolling basis, generally subject to the order in which proposals are received and the resources available to conduct evaluations. There is no guaranteed evaluation or award schedule, however, and GSA can eventually close a domain or solicitation after providing notice.

In other words, there is value in being early, but there is even more value in being correct. An incomplete qualifying project, unsupported score, or missing performance record can cost more time than waiting another month and submitting a clean package.

Before relying on any checklist, download the current solicitation and amendments through the GSA OASIS+ solicitations page. The documents posted through SAM.gov control when details on a website, webinar, or well-meaning article conflict with the solicitation.

First, Choose the Right OASIS+ Domain

Legacy OASIS used pools. OASIS+ uses domains, along with separate contract families. That distinction matters because a domain determines the professional services work your company will be eligible to compete for after award.

GSA is accepting proposals across 13 domains, including Management and Advisory, Technical and Engineering, Research and Development, Intelligence Services, Environmental, Facilities, Logistics, Enterprise Solutions, Business Administration, Financial Services, Human Capital, Marketing and Public Relations, and Social Services. Enterprise Solutions is limited to the Unrestricted contract, and contractors should verify which newly added domains are available for active ordering before building their pursuit strategy. GSA maintains the current OASIS+ domain descriptions and scope information.

Choose a domain using three tests:

1. Scope: Does your actual work fit the domain as GSA defines it?
2. Evidence: Can completed or ongoing projects prove that experience?
3. Economics: Is there enough realistic task-order activity to justify the cost of pursuing and managing the vehicle?

Your website may say that your company provides engineering, logistics, program management, training, data analysis, and enough other services to staff a small moon colony. Your supporting contracts may tell a narrower story. GSA evaluates the story found in the documents.

Use the applicable Domain Qualifications Matrix and scorecard to conduct an honest self-score. Current GSA guidance establishes a 36-point qualifying threshold for the small business and socioeconomic contracts, but clearing 36 points through optimistic interpretations is risky. A comfortable, document-supported score is far more useful than a higher score assembled with wishful thinking and a calculator.

Build Your Qualifying-Project File Before Touching Symphony

A small business can generally submit up to five distinct Qualifying Projects for each domain. Depending on the current solicitation requirements, a project may include a prime contract, subcontract, commercial engagement, individual task order, qualifying agreement, or an approved collection of task orders.

Each project must satisfy the applicable domain’s minimum annual average value, demonstrate relevant professional services, and meet the solicitation’s performance-period rules. Because lookback dates and definitions can change through amendments, verify them in the current solicitation rather than recycling a checklist from an earlier on-ramp.

For every proposed project, assemble a file containing:

• The contract, task order, or other award document
• The statement of work, performance work statement, or statement of objectives
• Modification documents needed to establish value or performance period
• Evidence of the project’s NAICS code or product and service code, when applicable
• A calculation showing how annual average value was determined
• Past-performance documentation
• A page-by-page crosswalk showing exactly where each claimed requirement is supported

Federal prime projects may qualify for automatic relevance when the applicable NAICS or product and service code matches GSA’s requirements. Other projects may require a standard relevance review, which means your documents must clearly show the work performed and its relationship to the domain.

If the award documents do not tell the full story, GSA provides project verification forms that can be validated by an appropriate government or customer representative. Start those requests early. Contracting officers and former customers have schedules of their own, and very few of them wake up hoping someone sends them an urgent form that must be signed by Friday.

Treat CPARS as Evidence, Not an Afterthought

Your past performance file should include the most current finalized CPARS evaluation available for each applicable federal project. Archived CPARS records may be acceptable, and ordering-level evaluations may sometimes support work performed under a larger vehicle when they adequately cover the project being claimed.

When CPARS is unavailable, the solicitation may permit the applicable OASIS+ past-performance form or another assessment addressing the required evaluation areas. The current solicitation explains what is acceptable and what must be submitted when an assessment cannot be obtained.

Review every record before using it. Confirm that the contract number, customer, performance period, project scope, and company identity match the project being claimed. A high-value project is not necessarily helpful if its performance record is weak, incomplete, or impossible for an evaluator to connect to your proposal.

Companies preparing for future on-ramps should make past-performance collection part of contract closeout. Trying to reconstruct five years of evidence during proposal week is the government contracting equivalent of looking for a birth certificate the morning of an international flight.

Prepare Symphony Like an Evaluator Will Read It

OASIS+ proposals are submitted through the Symphony Procurement Suite OASIS+ Submission Portal. Your company will need an active SAM.gov registration and Unique Entity ID, accurate business information, properly assigned Symphony users, and organized supporting documents.

Before submission, conduct a dry run that confirms:

• Your SAM.gov name, UEI, address, and points of contact are consistent
• The correct business size and socioeconomic status are being claimed
• Every scorecard point connects to a specific supporting document
• Project values and annual average value calculations are correct
• Documents are searchable, properly labeled, and uploaded to the correct location
• Required forms are signed by authorized individuals
• Pricing information has been reviewed for completeness and reasonableness
• Every current amendment has been acknowledged
• Someone other than the proposal author has performed a final review

Symphony is the container, not the strategy. Uploading more documents does not automatically create a stronger proposal, especially when evaluators must go on an archaeological expedition to find the one paragraph supporting your claim.

Should You Pursue More Than One Domain or Contract Family?

Applying to multiple domains or qualifying contract families can expand your addressable market. A certified SDVOSB, for example, might consider both the Total Small Business and SDVOSB contracts. A multidisciplinary firm might qualify for Management and Advisory as well as Human Capital.

Each additional lane also creates costs. You may need separate project mapping, past-performance support, score validation, submission quality control, opportunity monitoring, task-order capture, and contract administration. Winning access to three domains is not especially valuable if your team only has enough bandwidth to pursue one of them properly.

A useful calculation is:

Expected annual contribution = realistic win probability × qualified pipeline × expected gross margin, minus annual pursuit and administration costs.

The emphasis belongs on qualified pipeline. Do not count every OASIS+ opportunity as accessible revenue because individual task orders are competed within specific contracts, domains, and NAICS categories. More coverage is only useful when it connects to buyers, requirements, and opportunities your company can realistically pursue.

Are You Ready Now, Preparing, or Better Positioned to Partner?

You may be ready now if:

You can identify one or more defensible domains, exceed the score threshold with documentation to spare, support your qualifying projects with clear value and scope evidence, produce acceptable past-performance records, confirm your SAM.gov and certification status, and dedicate resources to task-order capture after award.

You should prepare before submitting if:

Your score barely clears the threshold, project values have not been verified, you are missing CPARS or customer assessments, your documents do not clearly establish domain relevance, or nobody has built a genuine post-award opportunity pipeline.

Focus on the strongest domain first, retrieve missing performance records, obtain project verification, check every value calculation, and conduct a full Symphony rehearsal. This is also a good time to strengthen your government-facing presence through SAM.gov and Small Business Search optimization and an updated government capability statement.

You may be better positioned to partner if:

Your company has valuable capabilities but cannot yet document enough qualifying experience, annual contract value, past performance, or proposal infrastructure to support a competitive submission.

That does not mean waiting on the sidelines. An OASIS+ prime may need exactly the technical expertise, certification, customer access, geographic coverage, or past performance your business can provide. Subcontracting and properly structured teaming relationships can create revenue, relationships, and the project history needed for a future prime-contract proposal, although contractors must follow the solicitation carefully when determining whose experience can be claimed.

The real goal is not collecting another contract number for the company website. It is entering the right domains, understanding the agencies buying through them, identifying task-order demand, and building relationships with contractors whose capabilities complement your own.

The decision to release an opportunity as a small-business set-aside, a socioeconomic set-aside, or a full and open competition is usually shaped during market research, well before the final RFP reaches the street. Waiting for the solicitation to ask why an opportunity was not set aside is a little like arriving at a wedding reception and asking whether the couple has considered dating other people. Technically, you can ask, but the planning window has probably closed.

Small businesses can influence that decision, although “influence” does not mean lobbying for special treatment or trying to write the requirement around one company. It means giving the government credible, specific evidence that qualified small businesses exist, understand the requirement, have the capacity to perform it, and can compete at fair market prices.

That evidence can change an acquisition strategy.

A Set-Aside Decision Must Be Supported by Market Research

Under FAR Part 10, agencies conduct market research to determine what capable sources exist, whether commercial products or services can meet the requirement, and whether the acquisition should use one of the federal small-business programs.

For acquisitions above the simplified acquisition threshold, FAR 19.502-2 generally requires a total small-business set-aside when the contracting officer reasonably expects to receive offers from at least two responsible small businesses and make an award at a fair market price. This is commonly called the “Rule of Two.”

The key phrase is “reasonable expectation.” Contracting officers need facts they can place in the acquisition file, not a hunch that a few small companies might be interested if the stars line up and everyone’s proposal team happens to be available that month.

According to the SBA’s small-business procurement guidance, agencies may examine procurement history, conduct market surveys, search for qualified companies, and consult agency small-business specialists and SBA Procurement Center Representatives. The number and type of capable businesses found through that research can support a small-business set-aside, an 8(a), HUBZone, WOSB, or SDVOSB competition, or a decision to proceed without a set-aside.

Your job is to make sure your company becomes part of that evidence.

Small Business Search Is More Than a Directory Listing

The SBA’s Small Business Search, now known as SBS and formerly called Dynamic Small Business Search, is one of the first places contracting personnel may look for qualified small businesses. SBA guidance tells contracting officials to use SBS as part of their market research when determining whether a set-aside or sole-source strategy may be appropriate.

That makes your profile more than an administrative record. It is a searchable piece of your federal marketing strategy.

Your capabilities narrative, keywords, NAICS codes, certifications, geographic service area, past performance, and business information should tell a consistent story. If the government searches for your primary service and your company does not appear, or your profile appears but reads like it was last updated when fax machines were considered cutting-edge technology, you may never be counted as a capable source.

FedBiz Access provides SAM registration and SBS optimization assistance to help contractors improve the accuracy, alignment, and visibility of these records. An optimized profile cannot guarantee a set-aside, but it can help the government find you while the acquisition strategy is still being developed.

Sources Sought Notices and RFIs Are Where the Conversation Happens

A sources sought notice is not a solicitation, and a response will not result in an immediate contract. That leads some contractors to ignore these notices because there is no proposal award waiting at the end, but that is precisely why they matter.

A sources sought notice is generally used to identify capable vendors, particularly qualified small businesses, for a contemplated requirement. An RFI may cast a wider net by asking about market capabilities, delivery methods, contract structures, commercial practices, pricing, or the feasibility of the government’s planned approach.

GSA’s official guide to responding to pre-award notices makes the point plainly: responses can influence small-business participation, and when capable small businesses do not respond, a potential set-aside may become a full and open competition.

The government is not asking you to write a miniature technical proposal. It is asking for information it can use to make planning decisions. Read every question, follow the requested format and page limit, and answer what was actually asked. A beautiful twelve-page brochure that avoids three of the government’s six questions is still an incomplete response, even if the stock photography is exceptional.

How to Find Small-Business Set-Aside Contracts Before They Become Solicitations

If you are searching for how to find small business set aside contracts, start looking earlier than the final bid stage.

Review the federal agency procurement forecasts maintained through Acquisition.gov. These forecasts can reveal planned requirements months before a solicitation is released, giving you time to research the incumbent, understand the buying office, identify likely NAICS codes, and speak with agency small-business personnel.

Search SAM.gov Contract Opportunities for sources sought notices, RFIs, presolicitation notices, special notices, and draft solicitations, not only active RFPs. Save searches using your NAICS codes, relevant keywords, target agencies, places of performance, and notice types, then follow promising notices so amendments do not slip past you.

Pay attention to industry days, agency small-business events, and vendor outreach sessions. FAR 15.201 encourages early exchanges with industry through market research, conferences, one-on-one meetings, presolicitation notices, draft RFPs, RFIs, and site visits. These exchanges help agencies understand what the market can realistically provide, while helping contractors understand how a requirement may develop.

This is not about pestering a contracting officer every Tuesday morning. It is about showing up when the government has invited industry input and arriving with something more useful than “Please keep us in mind.”

What a Strong Sources Sought Response Should Prove

A persuasive response makes it easy for the contracting officer to answer several practical questions:

• Is this company an eligible small business under the anticipated NAICS code?
• Can it perform the full scope as a prime contractor?
• Has it completed work of similar size, complexity, and risk?
• Does it have the people, systems, locations, clearances, bonding, licenses, or supplier relationships required?
• Can it provide the work at a fair market price?
• If partners are needed, are those relationships credible and compliant?

Do not rely on broad statements such as “We can meet all requirements.” Explain how you know. If the requirement calls for nationwide field support, identify your coverage model, staffing capacity, response times, subcontractor network, and experience coordinating multiple locations. If cybersecurity credentials are required, state which standards you currently meet and which assessments have been completed. If surge capacity matters, quantify it.

Past performance should be equally specific. Name the customer when permitted, describe the scope, provide the contract value or size range, explain your role, and include an outcome. “Provided IT support” says almost nothing. “Supported 2,400 users across 18 locations while maintaining a 98 percent on-time ticket resolution rate” gives the government something it can evaluate.

Sources Sought Response Template

Use the following structure as a starting point, then modify it to match the questions and instructions in the notice.

1. Company information

Describe the products, services, personnel, systems, facilities, licenses, clearances, geographic coverage, and technical methods that directly correspond to the anticipated requirement. Connect every major capability to something the agency needs.

4. Relevant NAICS codes and contract vehicles

• Primary applicable NAICS:
• Additional relevant NAICS codes:
• GSA Schedule or other governmentwide vehicle:
• Agency-specific IDIQs or BPAs:
• State or cooperative vehicles, if relevant:

5. Capacity and delivery

State current staffing, hiring capacity, available facilities, geographic reach, mobilization timeline, bonding capacity, security credentials, quality certifications, supply-chain capacity, and ability to support surge requirements.

6. Relevant past performance

For two or three projects, provide:

• Customer or agency:
• Contract number, if permitted:
• Period of performance:
• Contract value or size range:
• Scope and your role:
• Measurable result:
• Why the work is relevant:

7. Pricing indicators

Provide the specific pricing information requested in the notice. When exact pricing is premature, offer reasonable ranges, commercial rates, labor-category ranges, unit pricing, catalog pricing, or a rough-order-of-magnitude estimate with clearly stated assumptions. The point is to demonstrate that a fair-market-price award is realistic, not to submit a binding proposal before the requirement is finished.

8. Teaming depth

Identify committed or likely subcontractors, joint venture members, similarly situated entities, OEMs, distributors, and specialty partners. Explain what each party contributes and how the team covers the complete requirement. Be prepared to demonstrate compliance with applicable limitations on subcontracting.

9. Recommended acquisition considerations

Briefly identify requirements that could unnecessarily restrict small-business participation, along with a practical alternative. Explain whether work could be divided into phases, geographic regions, task areas, or contract line items without increasing performance risk.

10. Closing statement

“Based on our capabilities, capacity, relevant experience, pricing indicators, and available team, we believe at least two responsible small businesses can compete for this requirement at fair market prices. We respectfully recommend that the agency consider a [small-business or applicable socioeconomic] set-aside.”

Helpful Input Is More Persuasive Than a Complaint

If part of the draft requirement appears unrealistic, explain the operational problem and recommend a workable solution. Perhaps the proposed transition period is too short, an experience requirement excludes otherwise qualified companies, or the contract combines unrelated services that very few small businesses can perform alone.

Specific feedback can help the agency improve competition. Complaining that the requirement is “unfair” without offering evidence or an alternative rarely moves the conversation forward.

The same principle applies to teaming. If you need a partner to cover a portion of the work, say so and explain the relationship. A credible team with defined responsibilities can be stronger evidence than a company claiming it can do everything everywhere with forty-eight hours’ notice and a heroic amount of coffee.

The Best Time to Shape the Competition Is Before It Exists

NASA currently anticipates that SEWP VI will begin on November 1, 2026, with a period of performance that could extend through October 31, 2036. That is a ten-year runway for federal information technology, communications, audio-visual products, and related services, and it is one that small businesses cannot afford to dismiss simply because they did not receive a prime contract award.

For companies that did receive an award, the next several months are about getting operationally ready, not framing the award notice and admiring it. For everyone else, SEWP VI may still offer years of teaming, subcontracting, OEM, reseller, and supplier opportunities. In fact, some businesses that did not win a seat at the prime contractor table may ultimately earn more revenue by supplying the companies that did, without carrying every ounce of the administrative weight that comes with being a prime.

The opportunity is real, but only for contractors that understand how SEWP VI will work and begin positioning before orders start moving.

SEWP VI Is More Than a New Version of an Old Contract

NASA SEWP, formally known as Solutions for Enterprise-Wide Procurement, is a governmentwide acquisition contract that federal agencies use to purchase information technology, communication, and audio-visual products and services. It is not limited to NASA, despite the name attached to it. Federal agencies across the government use SEWP because it provides a pre-competed buying channel and a faster path from requirement to order.

SEWP VI expands that model.

According to NASA’s current SEWP VI transition guidance, Category A will focus primarily on traditional ITC/AV product solutions, while Categories B and C will include a broader suite of ITC/AV services. Agencies will also have access to several order types, including firm-fixed-price, time-and-materials, labor-hour, fixed-price-award-fee, fixed-price-incentive-fee, and fixed-price-economic-price-adjustment arrangements, along with certain hybrid commercial structures.

That flexibility matters because federal technology requirements rarely stay neatly inside one box. An agency may need hardware, software, integration, installation, cybersecurity, program support, and continuing maintenance, all while someone in the procurement office is asking why the printer still refuses to recognize that it contains paper.

SEWP VI is being built to accommodate more of that work within a single buying environment.

NASA is also redesigning the SEWP Marketplace, Online Catalog, Quote Request Tool, Strategic Storefronts, and Blanket Purchase Agreement storefronts. The Online Catalog is expected to allow customers to search by part number, keyword, or provider, perform market research, make certain micro-purchases, and request quotes from contract holders.

For contractors, that means discoverability, catalog accuracy, response speed, and partner coverage will matter nearly as much as having the contract itself.

Small-Business Set-Asides Will Happen at the Order Level

One of the biggest SEWP VI developments for small businesses is NASA’s confirmation that all three categories will allow any form of small-business set-aside at the order level.

That does not mean every order will be set aside, nor does it mean that holding a socioeconomic certification automatically turns into a stack of purchase orders. It means ordering contracting officers will have the ability to restrict individual requirements to eligible small businesses, including firms that qualify as Service-Disabled Veteran-Owned Small Businesses, Women-Owned or Economically Disadvantaged Women-Owned Small Businesses, HUBZone businesses, or participants in the 8(a) Business Development Program, when the conditions for that set-aside are met.

This creates a major positioning opportunity. A small business contract holder should make its socioeconomic status unmistakably clear in every relevant profile, capability description, catalog entry, partner presentation, and customer conversation. If an ordering team is looking for two capable SDVOSBs that can satisfy a cybersecurity requirement, you do not want your certification hiding on page seven of a brochure that was last updated when people still carried BlackBerry phones.

Contractors also need to understand the importance of federal acquisition market research. Ordering officials need evidence that capable small businesses exist before restricting an order. Clear capability information, accurate NAICS codes, relevant past performance, current certifications, properly maintained SAM and Small Business Search profiles, and prompt responses to RFIs help provide that evidence.

A set-aside is often influenced long before the solicitation appears.

Order-Level NAICS Codes Change the Competitive Picture

Under SEWP VI, North American Industry Classification System codes will be assigned at the order level, and any valid in-scope NAICS code may be used. This is a significant change because the NAICS code assigned to an order helps determine the applicable small-business size standard and which companies are eligible to compete.

A business may qualify as small under one NAICS code but not another. An ordering contracting officer’s selection can therefore change the competitive pool, sometimes considerably.

SEWP VI contract holders should review every in-scope NAICS code that could reasonably apply to their products and services, then document where the company remains small and where its size status may differ. Marketing teams, capture staff, contracts personnel, and executives should all be working from the same information because this is not the kind of detail you want to debate two hours before a quote is due.

Non-awardees should conduct the same exercise. Your NAICS profile will help identify which SEWP VI primes are likely to need your capabilities and which set-aside orders could create a teaming or subcontracting opening.

What SEWP VI Awardees Should Be Doing Now

Winning a spot on SEWP VI is like earning a commercial driver’s license. It gives you permission to operate the vehicle, but it does not provide customers, fuel, directions, or somebody to change the tire when things go sideways.

Awardees should first complete every NASA onboarding requirement and confirm that operational contacts, user accounts, security responsibilities, catalog data, and reporting procedures are assigned to actual people. “The contracts team will handle it” is not a process unless the contracts team knows it has been nominated.

Product-oriented contractors should verify OEM and distributor relationships, reseller authorizations, pricing feeds, warranties, supply-chain documentation, and Category A nonmanufacturer rule coverage. NASA has indicated that SEWP VI will operate under specific waivers covering most, but not all, Category A products, so contractors need to understand the SBA’s nonmanufacturer rule and know where a waiver applies rather than assuming the entire catalog is covered.

Services firms should map labor categories, delivery models, certifications, geographic reach, clearance capabilities, and relevant past performance to the work expected in Categories B and C.

Awardees should also create a quote-response process before the first meaningful request arrives. Who makes the bid decision? Who confirms scope? Who obtains partner pricing? Who reviews compliance? Who approves the final response? Federal opportunities have a habit of appearing when half the team is traveling and the other half is trying to close the month, so the process needs to survive real life.

Non-Awardees Still Have Several Ways Into SEWP VI

A company that did not receive a prime contract award should not treat SEWP VI as a locked building. The front door may be reserved for contract holders, but there are plenty of side entrances for companies that bring something useful.

Start by reviewing NASA’s official SEWP VI information and monitoring its contract-holder and award updates. Identify awardees whose capabilities, customers, socioeconomic status, and product or service coverage overlap with your own. Then look for a specific reason that contractor might need you.

Perhaps you have an OEM authorization the prime does not hold. Maybe your company offers local installation in markets where the prime has limited coverage. You may have highly relevant past performance, a difficult-to-find technical certification, cleared staff, a cybersecurity specialty, or a socioeconomic status that supports a customer’s small-business strategy.

Your outreach should explain that fit in plain language. A message that says, “We would like to explore mutually beneficial synergies” usually earns a polite trip to the deleted folder. A message that says, “We provide cleared cloud engineers in three locations where your team has limited delivery coverage, and we recently performed similar work for this agency” gives the recipient something concrete to consider.

Non-awardees should pursue several channels:

• Teaming arrangements can combine complementary technical capabilities before an order is released.
• Subcontracting can provide access to performance opportunities without requiring the small business to manage the entire contract.
• OEM and reseller relationships can help contract holders strengthen product coverage and pricing.
• Catalog relationships can place a company’s products or services within an established SEWP VI holder’s offering.
• Regional installation, maintenance, training, and field-support partnerships can fill delivery gaps that national primes cannot efficiently cover on their own.

The key is to approach the right partner with the right capability at the right time, which sounds obvious until you watch companies send the same generic capability statement to 200 unrelated primes and then wonder why nobody called.

A Practical 90-Day SEWP VI Launch Checklist

During the first 30 days, awardees should complete NASA onboarding, verify all official points of contact, review the contract-holder manual, assign ownership of the Quote Request Tool and catalog functions, confirm cyber supply-chain risk management responsibilities, and audit product, service, NAICS, and socioeconomic information. Non-awardees should identify a focused list of potential partners, update their government capability statement, verify certifications and size status, and document exactly what they can add to a SEWP VI team.

During days 31 through 60, awardees should build quote templates, pricing procedures, partner intake processes, compliance reviews, and internal bid-decision rules. They should also identify gaps in OEM coverage, geographic delivery, labor capacity, specialized services, and socioeconomic participation. Non-awardees should begin targeted outreach, register through relevant supplier portals, discuss specific capability gaps with primes, and negotiate agreements where a real pursuit or recurring need exists.

During days 61 through 90, awardees should rehearse the quote process, test internal response times, validate catalog information, monitor agency buying signals, and begin customer education around their SEWP VI capabilities. Non-awardees should track the primes and agencies most relevant to their business, monitor early RFIs and requirements, continue partner conversations, and make sure they can provide pricing, resumes, past performance, certifications, and technical information quickly when asked.

The goal is not to complete a nice checklist and place it in a drawer. The goal is to be ready when an opportunity arrives, because the team that spends two weeks searching for its own reseller letter is not likely to beat the team that can quote tomorrow morning.

The Best Time to Find a Partner Is Before the Order Drops

SEWP VI will bring more contract holders, more service coverage, order-level NAICS decisions, and broad small-business set-aside possibilities. That creates opportunity, but it also creates a crowded field where companies need to know who they should work with and why.

Government contractors already have enough to keep track of without wondering whether a federal system quietly calculated something incorrectly during registration renewal, but that is exactly what some businesses may be dealing with following a recent SAM.gov announcement.

On July 24, 2026, SAM.gov reported a system error involving North American Industry Classification System, or NAICS, size standards. The issue may have affected entity registration renewals submitted over a four-month period, and because those size standards help determine whether a company qualifies as a small business for a particular type of federal work, this is not an alert contractors should brush aside.

The good news is that SAM.gov says the system error has been corrected. The original alert was marked inactive on July 30, but that does not necessarily mean every registration submitted during the affected period requires no further attention. Potentially affected businesses are being sent instructions, and now is a good time to verify your information instead of assuming everything is fine.

What Did SAM.gov Report?

According to the official SAM.gov NAICS Code Size Table Discrepancy alert, the error may have resulted in incorrectly computed NAICS size standards within two representations and certifications tables:

• FAR 52.219-1, Small Business Program Representations
• FAR 52.212-3, Offeror Representations and Certifications for Commercial Products and Commercial Services

The affected period covers entity registration renewals submitted from March 24 through July 22, 2026.

That March 24 starting date is notable because it was also the date SAM.gov released its modernized FAR and DFARS representations and certifications. The federal notice does not say that every renewal submitted during this period was incorrect. It says the system error “may have led” to incorrectly computed size standards, which means some businesses may find that their records are accurate while others receive instructions to take action.

Potentially affected entities should receive an email with this exact subject line:

If you see that message, do not ignore it or assume it is another routine SAM.gov notice.

Why NAICS Size Standards Matter

NAICS codes describe the industries in which your business operates, but in federal contracting they do more than organize companies into categories. Each federal solicitation is assigned a NAICS code, and the Small Business Administration assigns a corresponding size standard to that code.

Depending on the industry, a size standard may be based on average annual receipts or number of employees. A business might qualify as small under one NAICS code but not another, especially if it operates near an SBA threshold or competes across several industries.

The SBA’s size standards guidance also explains that a business generally must include the receipts or employees of its affiliates when determining its size. Ownership, management, contractual relationships and the power of another business or individual to exercise control can all affect affiliation, so this is not always as simple as looking at last year’s revenue and checking a box.

These classifications can determine whether your business is eligible to compete for:

• Total small business set-asides
• 8(a) set-aside or sole-source opportunities
• HUBZone opportunities
• Women-Owned Small Business opportunities

FAR 52.219-1 specifically asks an offeror to represent whether it qualifies as a small business under the NAICS code and size standard assigned to an acquisition. An inaccurate size standard in SAM.gov could therefore create confusion when a business reviews an opportunity, prepares a proposal or confirms its eligibility for a set-aside.

Was Your 2026 SAM.gov Renewal Affected?

Your registration may fall within the group SAM.gov identified if you submitted an entity registration renewal between March 24 and July 22, 2026.

Start by signing in to SAM.gov directly and checking your Entity Workspace. Confirm the date on which your renewal was submitted, not simply the date you started working on it or received a reminder. If the submission date falls outside the identified window, the official alert does not identify your renewal as potentially affected.

If your renewal was submitted during the affected period, search the inbox and spam folder associated with your SAM.gov registration for the official subject line. It is also wise to check the inbox of your Government Business Point of Contact and anyone responsible for maintaining the registration.

This situation may deserve closer review if your company:

• Uses several NAICS codes
• Has grown close to an SBA revenue or employee threshold
• Has affiliates, joint ventures or related companies
• Recently changed its ownership or management structure
• Competes regularly for small business set-asides
• Has proposals or quotes currently under evaluation

Even if you have not received the SAM.gov action-required email, reviewing the affected tables can provide some peace of mind and may identify unrelated information that needs updating.

What Should Affected Contractors Do Now?

First, confirm whether your renewal was submitted during the affected period and look for the official SAM.gov email. The notice says potentially affected entities will receive specific instructions, so those instructions should guide your response.

Second, access SAM.gov by entering the address directly into your browser instead of relying on a link in an unexpected email. Government contractors are common targets for registration renewal scams, fake expiration notices and payment requests. SAM.gov registration is free, and you should verify any unusual communication before supplying login credentials, banking information or business records.

Third, review your FAR and DFARS representations and certifications, paying particular attention to the NAICS size tables connected to FAR 52.219-1 and FAR 52.212-3. Compare the displayed size standards with the current SBA size standards for the NAICS codes your company uses.

Fourth, do not assume that correcting the system means every previously submitted renewal was automatically corrected. The official alert says the underlying error was fixed and that potentially affected entities will receive next-step instructions. Follow those instructions carefully, retain copies of the notice and any changes you submit, and document when the review was completed.

Finally, check any active proposals involving small business eligibility. The solicitation’s assigned NAICS code and size standard are what matter for that particular acquisition. If you discover a discrepancy that could affect a pending offer, consider obtaining qualified guidance promptly rather than waiting until the agency raises a question.

Does This Mean Your SAM.gov Registration Is Invalid?

Not necessarily. The SAM.gov alert does not say that every registration renewed during the affected period became inactive or invalid, and it does not say that every contractor must submit another complete renewal.

The issue concerns the computation of NAICS size standards in specific representations and certifications tables. The effect on an individual business will depend on what appeared in its record, which NAICS codes it uses, whether the incorrect value changed its represented size status and whether the business is pursuing an opportunity under an affected code.

This is why a careful review matters. Panic is not useful here, but neither is ignoring the notice.

When the requirements are clear and the price is built carefully, a fixed-price contract can be an excellent opportunity. Efficient contractors may earn stronger margins, the billing can be more predictable, and both parties know what the finished result should cost. When the scope is vague, however, the same contract can quietly drain profit from every additional meeting, revision, delayed shipment, and “quick favor” that nobody remembered to include in the solicitation.

That distinction matters more now because the federal government is making fixed-price contracting its preferred approach.

What Is Changing in Federal Contracting?

On April 30, 2026, the White House issued Executive Order 14402, directing agencies to treat fixed-price contracts with performance-based considerations as the default and preferred method of procurement. When an agency wants to use a cost-reimbursement, time-and-materials, labor-hour, or another non-fixed-price arrangement, the contracting officer must provide a written justification. Larger non-fixed-price awards require approval at the agency-head level.

The order also directed every agency to review its ten largest non-fixed-price contracts within 90 days and, where practical, consider restructuring or renegotiating them around fixed prices and measurable performance. Agencies reached that review milestone in late July 2026.

Implementation is already moving beyond the policy stage. Updated FAR Part 16 deviation guidance states that fixed-price contract types are the default and preferred types. It also tells contracting officers to consider whether at least part of a requirement can be fixed-price when a fully fixed-price structure is not appropriate.

This does not mean every federal contract will suddenly become firm-fixed-price. Research, emergency response, early-stage development, and work with genuinely unpredictable requirements may still call for another contract type. It does mean small businesses should expect to see more fixed-price solicitations, more fixed-price portions inside hybrid contracts, and more emphasis on defined deliverables and performance outcomes.

That can be good news, but only if contractors bid with their eyes open.

Why Small Businesses Feel Fixed-Price Risk So Quickly

Under a firm-fixed-price contract, the contractor generally agrees to deliver the required result for the agreed price, regardless of what performance ultimately costs. If the company finishes efficiently, it keeps the benefit. If the work takes longer, wages rise, materials cost more, or a subcontractor misses the mark, the contractor usually absorbs the difference unless the contract provides another remedy.

A large contractor may be able to spread an estimating mistake across dozens of programs. A small business may have one project consuming a sizable portion of its staff and cash flow. A five percent miss is not just an accounting footnote when that five percent was supposed to cover payroll, equipment, and the owner occasionally getting to sleep.

Here are five practical ways to protect your margins as fixed-price contracting becomes more common.

1. Build an Estimate You Can Explain Six Months Later

A price should not begin with, “This feels about right.” Start with documented assumptions covering labor hours, labor categories, wages, payroll costs, materials, travel, subcontractors, equipment, indirect expenses, and profit. Break the work into tasks or deliverables, estimate each one separately, and record what must be true for those numbers to hold.

For example, if your estimate assumes the government will provide usable data by a certain date, write that down. If a supplier’s quote is valid for only 30 days, note the expiration. If the project requires two review cycles, do not quietly hope that four will somehow cost the same.

This creates a pricing record you can revisit when an amendment arrives or a project manager proposes a different approach. It also makes future estimates better because you can compare your assumptions with what actually happened. The goal is not to predict the future perfectly. The goal is to know which version of the future you priced.

2. Treat Ambiguity as a Cost, Not a Puzzle

Many contractors spot an unclear requirement and tell themselves they will work it out after award. That is a dangerous habit under fixed-price contracting because “we will work it out later” often means “we will pay for it later.”

Read the solicitation looking for unanswered questions about quantities, locations, government-furnished information, travel, security requirements, testing, reporting, response times, operating hours, and the responsibilities of other vendors. Pay close attention to phrases such as “as needed,” “including but not limited to,” and “other related support.” Those words are not automatically bad, but they deserve a closer look because they can hide a surprisingly elastic workload.

Submit focused questions while the solicitation’s question-and-answer period is open. A useful question identifies the exact section, explains the uncertainty, and asks for the missing fact or decision. If the government does not clarify the requirement, decide whether you can build a defensible assumption into your proposal. If you cannot, the opportunity may not be responsibly priceable.

3. Put a Dollar Value on Schedule and Market Risks

Risk should appear somewhere in your price, even when it does not have its own neat little row in the spreadsheet. Consider what happens if hiring takes 60 days instead of 30, a clearance is delayed, a key employee leaves, a supplier increases prices, equipment becomes unavailable, or the government’s review pushes work into a more expensive period.

A simple risk register can help. List each realistic risk, estimate its likelihood, calculate its potential cost, and decide how you will reduce or price it. You do not need a probability model that looks like it escaped from NASA. A thoughtful estimate based on supplier quotes, historical performance, staffing data, and current market conditions is far better than pretending the risk does not exist.

Also remember that “fixed-price” describes a family of contract types. The updated FAR guidance recognizes fixed-price contracts with economic price adjustment, which can permit upward or downward price changes when specified events occur. Contractors cannot simply add an adjustment after award, but when labor or material markets are unusually unstable, it may be worth asking whether the solicitation provides an adjustment mechanism or allows offerors to propose an appropriate contract structure.

4. Define What “Done” Actually Means

Margins often disappear near the finish line. The contractor believes a deliverable is complete, while the customer believes it needs three more revisions, another round of testing, and a dashboard that was mentioned casually during Tuesday’s meeting.

Before bidding, identify the required deliverables, delivery dates, formats, quality standards, review periods, acceptance criteria, and number of revision cycles. Look for dependencies too. If your schedule assumes government feedback within five business days, what happens when feedback takes three weeks? If acceptance depends on another contractor’s system, who carries the cost when that system is unavailable?

Once performance begins, keep written records of decisions, approvals, delays, and requests that may change the work. Be professional and helpful, but do not treat every new request as free work. Under FAR 43.102, only contracting officers acting within their authority can execute modifications on behalf of the government. When a request appears to change scope, notify the appropriate contract contacts and seek written direction instead of relying on a friendly conversation and a thumbs-up emoji.

5. Be Willing to Walk Away

One of the best ways to protect margin is also one of the hardest: declining an opportunity that cannot be priced responsibly.

A no-bid decision is not a failure. It may be the most profitable decision your company makes that month. Warning signs include a vague statement of work, uncertain quantities, an unrealistic schedule, unlimited revisions, critical government dependencies with no stated response time, or a long performance period with no practical way to address volatile costs.

Ask a blunt question before committing: “What would have to go wrong for this project to lose money?” If the answer is a long list of ordinary events rather than rare disasters, the price probably needs to change or the company should pass. Revenue looks impressive on a capability statement, but revenue without margin is just expensive exercise.

The government’s preference for fixed-price contracts will reward contractors that understand their costs, read requirements carefully, document assumptions, and manage changes with discipline. It will be less forgiving to companies that bid first and figure out the details later.

The objective is not simply to submit the lowest number. It is to offer a price that is competitive, supportable, and realistic enough for your company to perform well. Winning the contract is exciting, but finishing it successfully and profitably is the part that keeps the doors open.
